DESCRIPTION:This meeting is part of the “Implementation of market and non-market provisions in the Paris Agreement” project\, which aims to create an informal atmosphere\, where the main objective is to explore\, discover\, explain and understand different points of view related to the issues in Article 6 of the Paris Agreement. That is\, to understand the options available to define rules\, modalities and procedures on Article 6 of the Paris Agreement\, as well as the consequences of adopting each option.\nSince 2014\, ERCST has been hosting an ‘informal dialogue’ between negotiations\, informed by a few selected expert. SUMMARY:State of the European Green Deal - avoiding overlap and maximizing synergies between policy instruments
DESCRIPTION:This meeting is part of a continuous series organised by ERCST on the European Green Deal\, which started on 8 January 2020 right after the European Commission’s EGD was announced. This work stream aims to bring together policymakers and stakeholders on a regular basis to take stock on recent developments in the EGD framework. Each of these focus on the recent high-level policy developments under the European Green Deal\, the ‘general sentiment’ of stakeholders on the direction and implementation of the EGD\, and/or overall political\, strategic or governance issues.\nThere are 12 policy proposals expected from the European Commission by June 2021\, ranging from revising the existing climate and energy policies to introducing new fiscal approaches (both within the EU and at the border) and using new sources of revenues to speed up the transition. While it should be expected that a coherent policy package will be proposed in June\, each individual proposal will inevitably be subject to separate Trilogue negotiations.\nAhead of to the spring 2021 European Council (25-26 March)\, this session will look at how the various measures planned in the ‘Fit for 55’ climate and energy package play together\, what emphasis is being put on pricing carbon\, and if there are potential risks for waterbed effects and overlap in its implementation.\nThe first panel of this meeting is intended to take a political and strategical approach to those matters\, with a focus on the different policy tools that might put a price on carbon\, and how they fit together in delivering on the objectives of the EGD.\nAs a case in point\, the energy taxation directive (ETD)\, ETS and CBAM will have similar objectives\, including pricing carbon and generating revenues\, while protecting against the risk of carbon leakage. SUMMARY:Reporting on the Impacts of Response Measures: a case study on Ghana
DESCRIPTION:This is the second webinar of the project “Reporting on the Impacts of Response Measures – a case study on Ghana”\, jointly organised by ERCST and the Environmental Protection Agency of Ghana.\nThe first workshop of the project focused on outlining the project deliverables\, introducing to stakeholders the topic of response measures under the United Nations Framework Convention on Climate Change (UNFCCC)  and describing the methodology that ERCST has developed for the Chilean Case Study\nThis workshop will focus on the second and third steps of the methodology\, identifying important sectors to the Ghanaian economy and limiting the list of sectors potentially vulnerable to international response measures. SUMMARY:Stakeholders' Views on the Public Consultation for the revision of the EU Emissions Trading System
DESCRIPTION:This meeting is under Chatham House Rules  \nAs part of the policy updates foreseen under the European Green Deal\, the European Commission will review all relevant EU policies against the increased targets\, including the emissions trading system. Following the feedback period on the Inception Impact Assessment (IIA) for the Revision\, which took place between October 29\, 2020 and November 26\, 2020 the Commission is now welcoming submissions to its public consultation.\nThis meeting is part of a series of webinars which are part of ERCST’s work stream on the revision of the EU Emission Trading System as part of the European Green Deal. SUMMARY:Discussion on role of Scope 3 emissions in decarbonization
DESCRIPTION:The increasing ambitions towards net zero stipulated by the Paris Agreement\, the EGD and via voluntary targets from companies\, implies that accounting and complying for indirect emissions will play an ever-increasing role in achieving these pledges.\nFrom the regulatory standpoint\, the EU compliance obligations have largely focused on Scope 1 emissions\, with the main policy instrument to drive decarbonization being the EU ETS. A holistic view on how Scope 3 emissions are addressed and accounted for has been lacking. While there are voluntary Scope 3 GHG reporting methods and initiatives\, there are very few mandatory compliance systems in place.\nERCST will hold a discussion session on Tuesday\, January 26th\, 2020 on the role of Scope 3 in decarbonisation and compliance. This meeting will be an opportunity to engage in open discussion with a group of stakeholders on the key issues identified on how Scope 3 emissions should be treated\, what role they will play in the drive towards decarbonization\, and identify those questions and issues which merit further analysis.\n\n\nParticipation to this event is by invitation only. SUMMARY:Preparing for the review of the EU ETS - use and division of revenues & reflections on the December EUCO conclusions
DESCRIPTION:This meeting is under Chatham House Rules \nThis meeting is part of a series of webinars which are part of ERCST’s work stream on the revision of the EU Emission Trading System. Our aim is to bring together a group of stakeholders on a regular basis to discuss the most important issues on the table for the EU ETS revision. This webinar will be an opportunity for participants to engage in a discussion on the division and use of the EU ETS revenues\, including through dedicated funding mechanisms.\nCurrently\, auction revenues are divided among Member States according to their share of historical emissions.  Revenues can be used at a Member State’s own discretion\, although at least 50% should be used for climate- and energy-related purposes. Up to 25% can also be used by Member States to compensate for the indirect costs firms incur through increased electricity prices.\nMoreover\, provisions have been introduced in the past to increase the amount of allowances to be auctioned by lower-income Member States (the Solidarity Provision) or to set aside auctioning revenues to finance investments in particular low-carbon technological solutions (the Innovation Fund)\, and energy system investments in Central and Eastern European Member States (the Modernisation Fund).\nIn light of a strengthened 2030 target\, some Member States have come forward with proposals to increase the size of the Modernisation Fund. SUMMARY:Global Town Hall on Border Carbon Adjustments
DESCRIPTION:This meeting is on the record |  Press is invited \nAs part of the European Green Deal\, implementation of a BCA is being considered as a measure to address competitiveness concerns within the EU. According to the roadmap for the European Green Deal\, and European Council conclusions from July\, a proposal for a BCA for “selected sectors” will be released in 2021 and should be introduced by the end of 2022. \n\n\nWe appreciate stakeholers’ active participation in the first part of the ERCST’s Project on Border Carbon Adjustments in the EU\, which started at the end of 2019 and concluded with the publication of the Report on 30 September 2020. As part of ERCST’s continued BCA Project\, reports are foreseen on the applicability of a BCA on different sectors (a sectoral deep dive)\, on our proposal of what for a BCA in the EU should look like\, and a proposal for a framework for different policy measures to address carbon leakage. DESCRIPTION:This meeting is part of a continuous series of meetings organized by ERCST on the European Green Deal\, which started in January 2020\, just after the plan of the new European Commission was announced. SUMMARY:Discussion on Role of Scope 3 Emissions in Decarbonization
DESCRIPTION:The increasing ambitions towards net zero stipulated by the Paris Agreement\, the EGD and via voluntary targets from companies\, implies that accounting and complying for indirect emissions will play an ever-increasing role in achieving these pledges.\nFrom the regulatory standpoint\, the EU compliance obligations have largely focused on Scope 1 emissions\, with the main policy instrument to drive decarbonization being the EU ETS. A holistic view on how Scope 3 (and 4) emissions are addressed and accounted for has been lacking. While there are voluntary Scope 3 GHG reporting methods and initiatives\, there are very few mandatory compliance systems in place.\nERCST will hold a discussion session on Monday\, December 7th\, 2020 on the role of indirect emissions (Scope 3 and 4) in decarbonisation and compliance. DESCRIPTION:During this one-hour conversation\, Jacob Werksman\, Principal Advisor for International Aspects of EU Climate Policy at the European Commission (DG Clima) will shed light on the EU’s international climate policy priorities going into 2021. \nAfter an introductory interview\, Andrei Marcu and Michael Mehling will moderate a Q&A with participants.\n2020 is the year that Parties to the Paris Agreement are to communicate or update their nationally determined contribution(NDC). The EU institutions have already stated their ambition to agree upon and submit an enhanced NDC by the end of the year\, and President Xi Jinping announced in September that China will enhance its NDC\, which many observers attribute in part to the EU’s active climate diplomacy. Moreover\, other Asian countries like South Korea and Japan recently pledged a net-zero target by 2050.\nDue to the ongoing health crisis\, the UNFCCC process has also been severely delayed. SUMMARY:The role of the EU ETS funding mechanisms in delivering the European Green Deal
DESCRIPTION:This meeting is under Chatham House Rules  \nThe EU ETS ‘funding mechanisms’ are an important element of the fourth fase (2021-2030) of the EU ETS\, and will be a key financing tool to deliver upon the European Green Deal and updated 2030 climate targets. These funding mechanisms have been operationalised over the last few years – the Innovation Fund launched its first call for proposals in June 2020\, while the Modernisation Fund\, for which the Implementing Act was adopted on 2 July 2020\, is to be operationalised at Member State level.\nERCST and CEEP have together been working on this topic for the last few years\, organising workshops in Brussels and beneficiary Member States to facilitate a debate on how to successfully operationalise and utilise these funds\, and deepen the understanding of the regional financing needs and priorities. Several papers were published to update stakeholders on the implementation process and raise issues for discussion and clarification.\nDuring this meeting\, we will discuss the ‘state of play’ of the funding mechanisms and their operationalisation\, including how the beneficiary Member States intend to use the Modernisation Fund. SUMMARY:Webinar: Launch of the "Border Carbon Adjustments in the EU - Issues and Options" Report
DESCRIPTION:This webinar will launch the “Border Carbon Adjustments in the EU – Issues and Options” Report. The authors will present the Report and their findings through a presentation\, after which the Report will be commented on by some invited speakers and a Q&A. \nAs part of the European Green Deal\, implementation of a BCA is once again being considered as a measure to address competitiveness concerns within the EU. According to the roadmap for the European Green Deal\, a proposal for a BCA for “selected sectors” will be released in 2021. So far\, we can only speculate what such a BCA might look like\, as few policy details have been released. Given the resurgence of discussions about BCAs on the EU political agenda\, ERCST has examined the various available policy design elements and options\, along with the associated environmental\, economic\, political and legal implications\, in order to better understand what form of BCA might work for the EU.\nERCST has held in-person meetings and webinars to engage stakeholders and experts across the EU\, including events in various EU capitals and Town Halls with prestigious institutions from trade partner countries\, such as USA\, India\, South Korea\, Japan\, Russia\, Ukraine\, South Africa and Mexico. DESCRIPTION:This meeting is under Chatham House Rules | No press  \n\n\n\n\nThe EU ETS has long been considered one of the cornerstones of the EU’s climate policy. While it has been faced by many issues\, the ETS has increasingly proven to be ‘fit for purpose’ in recent years. Today\, the EU ETS stands at the dawn of a new revision process\, which will have to ensure that it helps delivering on the European Green Deal in an economically efficient way.\nThis Fall\, ERCST will start a series of discussions on the future of this important policy instrument\, starting with a first look at the role of the EU ETS within the 2030 Climate Target Plan. DESCRIPTION:European Roundtable on Climate Change and Sustainable Transition (ERCST) and South African Institute of International Affairs (SAIIA) are organising a virtual South Africa-EU “town hall meeting” on September 22\, 2020 on the role that Border Carbon Adjustments (BCAs) may play in addressing asymmetry in climate ambition under the Paris Agreement\, with special focus on the plans that the European Union has to examine this option. This activity together with other similar planned “town hall” meetings will feed into a policy paper on the international views on BCA that ERCST will publish in collaboration with its partners. \nThe European Green Deal has strengthened the level of climate ambition\, increasing the asymmetry of climate efforts by aiming to achieve climate neutrality in the European Union by 2050. This raises the question of how to deal with competitive pressure and carbon leakage\, pushing BCAs to the front as a possible solution.\nBorder carbon adjustments (BCAs) aim to alleviate negative effects caused by uneven climate policies by including imports and/or exempting exports. BCAs seek to level the playing field in competitive markets\, incentivize trade partners to strengthen their own climate efforts and prevent leakage of carbon emissions to jurisdictions with weaker policies. These objectives can be achieved by a tariff or other fiscal measure applied to imported goods\, the extension of regulatory compliance obligations (e.g. ETS) to imports or a tax exemption or regulatory relief for exports.\nThis virtual town-hall is part of the ERCST project on border carbon adjustment\, which is supported by Eurofer\, Enel\, FuelsEurope\, the Government of France\, the Government of Germany\, HeidelbergCement\, MetInvest\, and Solvay.\n  \nParticipation in these town halls is by invitation only.
