SUMMARY:State of the European Green Deal - from strategy to delivery
DESCRIPTION:This meeting is part of a continuous series organized by ERCST on the European Green Deal\, which started on 8 January 2020 right after the European Commission’s EGD was announced. This work stream aims to bring together policymakers and stakeholders on a regular basis to take stock on recent developments in the EGD framework. In June the European Commission is expected to roll out 12 policy proposals as part of its “Fit for 55 package”.\nThis session will specially look at: \n\nThe European Climate Law negotiations: The EU Institutions are still discussing key issues of the European Climate Law\, backbone of the EGD\, including the emission reduction target for 2030. During this meeting we will analyze the preliminary outcomes of the negotiations and how these can affect the EU long-term climate ambition.\nRecovery and Resilience Plans: Member States are working together with the Commission to align their plans with a 37 % binding target for climate expenditure. SUMMARY:ITRE Report on Hydrogen and the Role of Low Carbon Hydrogen in the Transition
DESCRIPTION:Registration Link\nThis webinar will open ERCST work stream on hydrogen which aims to bring together stakeholders\, including policymakers and industry on a regular basis to discuss substantive issues around this topic\, informed by original intellectual input from ERCST.\nOn 8 July 2020 the European Commission adopted its hydrogen strategy which originally was supposed to be part of the Energy System Integration Strategy and subsequently individualized due to the tremendous momentum hydrogen was gaining. SUMMARY:Launch of the 2021 State of the EU ETS Report
DESCRIPTION:  \nThis meeting will launch the 2021 State of the EU ETS Report\, produced by ERCST together with the Wegener Center on climate and global change\, Bloomberg New Energy Finance and EcoAct. During the meeting\, the authors will present the Report and their main conclusions\, followed by a high-level roundtable discussion on the future of the EU ETS. This will be the sixth annual addition on the State of the EU ETS Report. \nThe State of the EU ETS Report aims to be an independent contribution to the policy debate\, which is needed to ensure that the EU ETS is “fit for purpose.” This report discusses the current state of play in the EU ETS\, while also identifying a number of issues that will need to be monitored in the coming years. SUMMARY:Role of Supply Chain Emissions in decarbonization and compliance
DESCRIPTION:Climate policy in the EU has so far lacked a holistic view on how supply chain emissions are addressed and accounted for. In the EU\, the main legislation which currently governs its climate ambition and corporate compliance are focused on Scope 1 emissions\, and to some extent on Scope 2 emissions. At the same time\, companies are facing growing pressure from asset owners\, employees\, lawmakers and activists to reduce emissions across their entire value-chain (Scope 1 to 3).\nThe EU Climate Law as well as the intermediate targets such as the 2030 one currently under discussion\, make it increasingly clear to corporations that all emissions will need to tend to zero in the longer term\, and that all emissions will eventually be regulated. The opportunity space for voluntary commitments will\, in other words\, at some point have to disappear in a net zero world.\nIn light of this\, ERCST has embarked on an exploration of the main issues and options regarding how to identify and measure these emissions\, and what role they should play in the transition to a low-carbon future. This meeting builds on two previously organized workshops with stakeholders on 26 January and 7 December\, which brought together key actors from different industry sectors who are concerned with tackling Scope 3 emissions from their business activities.\nDuring this meeting\, ERCST will present an outline summarizing the focus of ERCST’s work regarding the main issues and options for addressing supply chain emissions in climate policy. This will be followed by two case study presentations from stakeholders on the potential of value chain emissions reductions\, after which ERCST will moderate a discussion with other attendees.\n  \nThis meeting is under Chatham House Rules \nParticipation to this event is by invitation only. SUMMARY:State of the European Green Deal - avoiding overlap and maximizing synergies between policy instruments
DESCRIPTION:This meeting is part of a continuous series organised by ERCST on the European Green Deal\, which started on 8 January 2020 right after the European Commission’s EGD was announced. This work stream aims to bring together policymakers and stakeholders on a regular basis to take stock on recent developments in the EGD framework. Each of these focus on the recent high-level policy developments under the European Green Deal\, the ‘general sentiment’ of stakeholders on the direction and implementation of the EGD\, and/or overall political\, strategic or governance issues.\nThere are 12 policy proposals expected from the European Commission by June 2021\, ranging from revising the existing climate and energy policies to introducing new fiscal approaches (both within the EU and at the border) and using new sources of revenues to speed up the transition. While it should be expected that a coherent policy package will be proposed in June\, each individual proposal will inevitably be subject to separate Trilogue negotiations.\nAhead of to the spring 2021 European Council (25-26 March)\, this session will look at how the various measures planned in the ‘Fit for 55’ climate and energy package play together\, what emphasis is being put on pricing carbon\, and if there are potential risks for waterbed effects and overlap in its implementation.\nThe first panel of this meeting is intended to take a political and strategical approach to those matters\, with a focus on the different policy tools that might put a price on carbon\, and how they fit together in delivering on the objectives of the EGD.\nAs a case in point\, the energy taxation directive (ETD)\, ETS and CBAM will have similar objectives\, including pricing carbon and generating revenues\, while protecting against the risk of carbon leakage. SUMMARY:Reporting on the Impacts of Response Measures: a case study on Ghana
DESCRIPTION:This is the second webinar of the project “Reporting on the Impacts of Response Measures – a case study on Ghana”\, jointly organised by ERCST and the Environmental Protection Agency of Ghana.\nThe first workshop of the project focused on outlining the project deliverables\, introducing to stakeholders the topic of response measures under the United Nations Framework Convention on Climate Change (UNFCCC)  and describing the methodology that ERCST has developed for the Chilean Case Study\nThis workshop will focus on the second and third steps of the methodology\, identifying important sectors to the Ghanaian economy and limiting the list of sectors potentially vulnerable to international response measures. SUMMARY:Discussion on role of Scope 3 emissions in decarbonization
DESCRIPTION:The increasing ambitions towards net zero stipulated by the Paris Agreement\, the EGD and via voluntary targets from companies\, implies that accounting and complying for indirect emissions will play an ever-increasing role in achieving these pledges.\nFrom the regulatory standpoint\, the EU compliance obligations have largely focused on Scope 1 emissions\, with the main policy instrument to drive decarbonization being the EU ETS. A holistic view on how Scope 3 emissions are addressed and accounted for has been lacking. While there are voluntary Scope 3 GHG reporting methods and initiatives\, there are very few mandatory compliance systems in place.\nERCST will hold a discussion session on Tuesday\, January 26th\, 2020 on the role of Scope 3 in decarbonisation and compliance. DESCRIPTION:This meeting is under Chatham House Rules \nThis meeting is part of a series of webinars which are part of ERCST’s work stream on the revision of the EU Emission Trading System. Our aim is to bring together a group of stakeholders on a regular basis to discuss the most important issues on the table for the EU ETS revision. This webinar will be an opportunity for participants to engage in a discussion on the division and use of the EU ETS revenues\, including through dedicated funding mechanisms.\nCurrently\, auction revenues are divided among Member States according to their share of historical emissions.  Revenues can be used at a Member State’s own discretion\, although at least 50% should be used for climate- and energy-related purposes. Up to 25% can also be used by Member States to compensate for the indirect costs firms incur through increased electricity prices.\nMoreover\, provisions have been introduced in the past to increase the amount of allowances to be auctioned by lower-income Member States (the Solidarity Provision) or to set aside auctioning revenues to finance investments in particular low-carbon technological solutions (the Innovation Fund)\, and energy system investments in Central and Eastern European Member States (the Modernisation Fund).\nIn light of a strengthened 2030 target\, some Member States have come forward with proposals to increase the size of the Modernisation Fund. DESCRIPTION:This meeting is on the record |  Press is invited \nAs part of the European Green Deal\, implementation of a BCA is being considered as a measure to address competitiveness concerns within the EU. According to the roadmap for the European Green Deal\, and European Council conclusions from July\, a proposal for a BCA for “selected sectors” will be released in 2021 and should be introduced by the end of 2022. \n\n\nWe appreciate stakeholers’ active participation in the first part of the ERCST’s Project on Border Carbon Adjustments in the EU\, which started at the end of 2019 and concluded with the publication of the Report on 30 September 2020. As part of ERCST’s continued BCA Project\, reports are foreseen on the applicability of a BCA on different sectors (a sectoral deep dive)\, on our proposal of what for a BCA in the EU should look like\, and a proposal for a framework for different policy measures to address carbon leakage. SUMMARY:The state of the European Green Deal
DESCRIPTION:This meeting is part of a continuous series of meetings organized by ERCST on the European Green Deal\, which started in January 2020\, just after the plan of the new European Commission was announced. This work stream aims to bring together policymakers and stakeholders on a regular basis to take stock on recent developments\, look ahead to what is in the pipeline\, and discuss the general implementation of the EGD framework.\nThe European Green Deal can be seen as a collection of priorities\, principles and areas where legislative proposals will be produced in the coming years towards achieving net-zero emissions by 2050\, as well as other environmental objectives.\nThe implementation of the European Green Deal has been picking up speed\, with high-profile files\, as well as the framework legislation on the 2030 Target and 2050 climate neutrality having been agreed upon. SUMMARY:Reporting on the Impacts of Response Measures: a case study on Ghana

SUMMARY:Discussion on Role of Scope 3 Emissions in Decarbonization
DESCRIPTION:The increasing ambitions towards net zero stipulated by the Paris Agreement\, the EGD and via voluntary targets from companies\, implies that accounting and complying for indirect emissions will play an ever-increasing role in achieving these pledges.\nFrom the regulatory standpoint\, the EU compliance obligations have largely focused on Scope 1 emissions\, with the main policy instrument to drive decarbonization being the EU ETS. A holistic view on how Scope 3 (and 4) emissions are addressed and accounted for has been lacking. While there are voluntary Scope 3 GHG reporting methods and initiatives\, there are very few mandatory compliance systems in place.\nERCST will hold a discussion session on Monday\, December 7th\, 2020 on the role of indirect emissions (Scope 3 and 4) in decarbonisation and compliance. According to the roadmap for the European Green Deal\, and European Council conclusions from July\, a proposal for a BCA for “selected sectors” will be released in 2021 and should be introduced by the end of 2022.\nThis session will focus on stakeholders’ submissions to the European Commission’s Public Consultations\, which took place in October. The ERCST will present an overview of the initial summary of stakeholder positions followed by a roundtable discussion.
