SUMMARY:Fit for 55: Fit for Industrial Decarbonization?
DESCRIPTION:This meeting is part of a continuous series organized by ERCST on the European Green Deal\, which started on 8 January 2020 right after the European Commission’s EGD was announced. This work stream aims to bring together policymakers and stakeholders on a regular basis to take stock on recent developments in the EGD framework. In July the European Commission is expected to roll out 12 policy proposals as part of its “Fit for 55 package”. \nWhile decarbonization of electric power has progressed due to various incentives as well as technological developments\, setting the right framework conditions that would ensure industry put on a decarbonization pathway will be one of the main challenges  to 2030 and beyond.  The EU ETS\, sustainable finance\, CBAM\, hydrogen\, renewable energy\, as well as other parts of the Fit for 55 package will be released in July 2021 and will play a critical role. \nThis session is intended as a roundtable discussion\, with short interventions and a strong debate\, and will specially look at a number of questions: \n\nWhat can be expected from the “Fit for 55” package with respect to industrial decarbonization?\n\nWhat is missing from what it is known now ? Are there other measures we need beyond carbon pricing\nWhat role do you see for carbon pricing?\n\n\nElectrification and the role of different technologies in industrial decarbonization by 2030 and beyond?\nWhat are the impacts that the package may have as a result of the transition?\nWhat are the solutions that may address negative impacts?\nHow to best address just transition?\n\nMeeting Structure \n9:30 Welcome and introduction: A. SUMMARY:Reporting on the Impacts of Response Measures: a case study on Ghana
DESCRIPTION:This webinar is part of the project “Reporting on the Impacts of Response Measures – a case study on Ghana”\, jointly organised by ERCST and the Environmental Protection Agency of Ghana.\nERCST and the EPA in Ghana have been working together on identifying\, measuring and analysing the impacts of the implementation of response measures in Ghana. To foster capacity building and stakeholder participation\, virtual workshops are being organized at each stage of the development of the case study.\nThe two previous workshops focused on introducing the project\, identifying the most important sectors to the Ghanaian economy\, as well as analysing which of these sectors are potentially vulnerable to international response measures.\nThis workshop will start with the presentation of the research on the relevant response measures for the 12 identified vulnerable sectors to the Ghanaian economy. A presentation of the sustainability issues and reactions to ERCST’s presentation from the cocoa and oil sectors in Ghana will follow\, as well as from two important trading partner countries to Ghana.  Lastly\, ERCST will moderate a roundtable discussion with the attendees.\n  \nThis meeting is under Chatham House Rules \nParticipation to this event is by invitation only. SUMMARY:Report Launch: The review of the EU ETS Market Stability Reserve (MSR)
DESCRIPTION:This webinar will launch a new report jointly produced by ERCST and BloombergNEF – The review of the MSR.\n \nThe report is intended as a ‘mock’ review of the MSR in which its track-record and potential issues and options for the review are modelled and assessed. This report is the continuation and implementation of ERCST 2019 report ‘Preparing for the Review of the MSR‘ in which the main building blocks of a MSR review were outlined. \nThe paper outlines a set of scenarios for a potential review while showing the implications they would have for the market using a modelling exercise. It aims to promote a debate on what the role of the MSR in the EU climate policy architecture and what the MSR is and is not supposed to do. It ultimately tries to answer the question why the MSR is\, or is not\, fit for purpose in its current design and how it could be improved in the context of the upcoming revision. \nThe webinar will start with a presentation of the report by ERCST\, followed by a discussion \nWorkshop Material(s) \nAgenda  \nPresentation \nReport  \nUpcoming Events\nStakeholder Consultation: CBAM in an International ContextApril 22 @ 15:00 - 17:00Launch Event – 2026 ETS ReviewApril 23 @ 10:00 - 12:00Launch Event – Carbon Leakage under CBAM and Free AllocationMay 13 @ 10:30 - 12:302026 State of ETS – LaunchMay 20 @ 15:00 - 16:30International Townhall: CBAM in an International ContextJune 23 @ 14:30 - 16:30 \nPast Events\n2026 Review of EU ETS – Stakeholder meetingApril 1 @ 15:00 - 17:00Launch Event – Policy options for sustainable mobility: the road to decarbonizationApril 1 @ 10:00 - 12:00Quo Vadis ETS: Challenges and SolutionsMarch 23 @ 16:00 - 18:00

SUMMARY:Post 2021 Summit on Climate & Road to COP 26 in Glasgow
DESCRIPTION:While EU is preparing its ambitious Fit for 55 package and implementing the Green Deal – US is currently rejoining the climate club. Globally not only suspended COP negotiations are deciding its format\, but also the BCA discussions emerge in different jurisdictions.\nA series of recent White House announcements have put the climate policy at the center of the political agenda of the new US Administration: a commitment to a decarbonized power sector by 2035\, a net zero economy by 2050 and the organization of a climate summit in April are expected to give a legislative action boost on a federal level. Nevertheless\, US climate envoy John Kerry warned the EU to wait until after the COP summit to move forward with the CBAM. \nDuring this Conference the ERCST will invite key players on both sides of the Atlantic to discuss recent developments and look for the areas of cooperation for the rest of 2021.\n  \nThis meeting is on the record and press is invited \n  \nWorkshop Material(s)\n Draft Agenda \nApril 2021 international BCAs update\nRobert N. SUMMARY:State of the European Green Deal - from strategy to delivery
In June the European Commission is expected to roll out 12 policy proposals as part of its “Fit for 55 package”.\nThis session will specially look at: \n\nThe European Climate Law negotiations: The EU Institutions are still discussing key issues of the European Climate Law\, backbone of the EGD\, including the emission reduction target for 2030. During this meeting we will analyze the preliminary outcomes of the negotiations and how these can affect the EU long-term climate ambition.\nRecovery and Resilience Plans: Member States are working together with the Commission to align their plans with a 37 % binding target for climate expenditure. During this meeting we will address the issue of how Recovery and Resilience Plans are shaping up to deliver a sustainable transition.\n\nThis meeting is under Chatham House Rules \n \nWorkshop Material(s)\nWebinar agenda – State of European Green Deal \nState of the EGD Reflection Note\nPresentations:\nERCST presentation – EGD\n20210419 ERCST roundtable CAN Europe Recovery Funding 20 April 2021\nUpcoming Events\nStakeholder Consultation: CBAM in an International ContextApril 22 @ 15:00 - 17:00Launch Event – 2026 ETS ReviewApril 23 @ 10:00 - 12:00Launch Event – Carbon Leakage under CBAM and Free AllocationMay 13 @ 10:30 - 12:302026 State of ETS – LaunchMay 20 @ 15:00 - 16:30International Townhall: CBAM in an International ContextJune 23 @ 14:30 - 16:30\n\n \nPast Events\n2026 Review of EU ETS – Stakeholder meetingApril 1 @ 15:00 - 17:00Launch Event – Policy options for sustainable mobility: the road to decarbonizationApril 1 @ 10:00 - 12:00Quo Vadis ETS: Challenges and SolutionsMarch 23 @ 16:00 - 18:00

SUMMARY:ITRE Report on Hydrogen and the Role of Low Carbon Hydrogen in the Transition
DESCRIPTION:Registration Link\nThis webinar will open ERCST work stream on hydrogen which aims to bring together stakeholders\, including policymakers and industry on a regular basis to discuss substantive issues around this topic\, informed by original intellectual input from ERCST.\nOn 8 July 2020 the European Commission adopted its hydrogen strategy which originally was supposed to be part of the Energy System Integration Strategy and subsequently individualized due to the tremendous momentum hydrogen was gaining. The aim of the strategy is to create an enabling framework to scale up renewable hydrogen supply and demand in line with the EU climate neutrality objective\, recognizing a role for low-carbon hydrogen in the short and medium term.\nAlmost 8 months later and before the adoption of the final resolution in Plenary\, which will reflect Parliament non legislative opinion of the European Commission strategy\, the leading Committee in the European Parliament\, ITRE\, has issued its report.\nThis meeting will dig into ITRE report with a special focus on the role of low carbon hydrogen in the transition towards a climate neutral Europe.\nThis meeting is under Chatham House Rules\nWorkshop Material(s)\n\nWebinar agenda\nPresentations:\nERCST Hydrogen 2021-04-16 Stefan Schleicher\nH2_Gerrit_Riemer_englisch endg\n20210416ERCST_Presentation ITRE \n2021-04-16_ERCST_Agora_Deutsch copy\nUpcoming Events\nStakeholder Consultation: CBAM in an International ContextApril 22 @ 15:00 - 17:00Launch Event – 2026 ETS ReviewApril 23 @ 10:00 - 12:00Launch Event – Carbon Leakage under CBAM and Free AllocationMay 13 @ 10:30 - 12:302026 State of ETS – LaunchMay 20 @ 15:00 - 16:30International Townhall: CBAM in an International ContextJune 23 @ 14:30 - 16:30\n\n \nPast Events\n2026 Review of EU ETS – Stakeholder meetingApril 1 @ 15:00 - 17:00Launch Event – Policy options for sustainable mobility: the road to decarbonizationApril 1 @ 10:00 - 12:00Quo Vadis ETS: Challenges and SolutionsMarch 23 @ 16:00 - 18:00

SUMMARY:Launch of the 2021 State of the EU ETS Report
DESCRIPTION:  \nThis meeting will launch the 2021 State of the EU ETS Report\, produced by ERCST together with the Wegener Center on climate and global change\, Bloomberg New Energy Finance and EcoAct. During the meeting\, the authors will present the Report and their main conclusions\, followed by a high-level roundtable discussion on the future of the EU ETS. This will be the sixth annual addition on the State of the EU ETS Report. \nThe State of the EU ETS Report aims to be an independent contribution to the policy debate\, which is needed to ensure that the EU ETS is “fit for purpose.” This report discusses the current state of play in the EU ETS\, while also identifying a number of issues that will need to be monitored in the coming years. The Report is intended as a “snapshot”\, providing policymakers and stakeholders with an overview of how the EU ETS is doing by April of each year\, based on previous year data. \nThis report made possible through support from the German Ministry for Environment\, Nature Conservation and Nuclear Safety\, and the French Ministry for the Ecological Transition \n  \nWorkshop Material(s)\nFinal Agenda\nPresentation of the Report \nReport \n\n2021 State of the EU ETS Report (English version)\nRaport o Stanie ETS na 2021 po polsku (Polish version)\nInforme sobre el Estado del RCDE de la Unión Europea – 2021 (Spanish version)\n2021 Relazione sullo Stato dell’ ETS (Italian version)\n2021 Bericht zum Stand des EU-ETS (German version)\n\n\n\nUpcoming Events\nStakeholder Consultation: CBAM in an International ContextApril 22 @ 15:00 - 17:00Launch Event – 2026 ETS ReviewApril 23 @ 10:00 - 12:00Launch Event – Carbon Leakage under CBAM and Free AllocationMay 13 @ 10:30 - 12:302026 State of ETS – LaunchMay 20 @ 15:00 - 16:30International Townhall: CBAM in an International ContextJune 23 @ 14:30 - 16:30\n \n  \nPast Events\n2026 Review of EU ETS – Stakeholder meetingApril 1 @ 15:00 - 17:00Launch Event – Policy options for sustainable mobility: the road to decarbonizationApril 1 @ 10:00 - 12:00Quo Vadis ETS: Challenges and SolutionsMarch 23 @ 16:00 - 18:00

SUMMARY:Preparing for the review of the EU ETS - carbon pricing in non-ETS sectors
DESCRIPTION:Registration\nThis meeting is under Chatham House Rules \nThis meeting is part of a series of webinars which are part of ERCST’s work stream on the revision of the EU Emission Trading System. Our aim is to bring together a group of stakeholders on a regular basis to discuss the most important issues on the table for the EU ETS revision. This webinar will be an opportunity for participants to engage in a discussion on the different options to use of carbon pricing in non-ETS sectors\nSome of the key questions that will be addressed during this meeting include: \n\n\n\n\n\nWhich factors/criteria need to be taken into account on deciding which sectors should be subjected to carbon pricing?\nWhat are the different options to implement carbon pricing in non-ETS sectors? Include sectors in current ETS; introduce a stand-alone market-based scheme; or other options?\nWhat are the policy implications of extending the scope of the ETS to non-ETS sectors? How to avoid undermining the orderly functioning of the market? How to take into account other(national) policies to reduce emissions in those sectors?\nWhat are the climate governance implications\, if any\, of introducing an EU carbon pricing mechanism in sectors currently covered by the ESR?\nHow to address potential distributional effects of carbon pricing among the different Member States\, sectors and consumers?\n\n\n\n\n\nGiven its international nature\, both in terms of the activity itself and current efforts to reduce emissions\, how can international maritime emissions best be tackled by the EU\, including through coverage by the EU ETS\, while avoiding international retaliation?\n\n\n\n\n\n\n\n\n\n\n \nWorkshop Material(s)\nAgenda\nERCST Presentation \nC. SUMMARY:Role of Supply Chain Emissions in decarbonization and compliance
DESCRIPTION:Climate policy in the EU has so far lacked a holistic view on how supply chain emissions are addressed and accounted for. In the EU\, the main legislation which currently governs its climate ambition and corporate compliance are focused on Scope 1 emissions\, and to some extent on Scope 2 emissions. At the same time\, companies are facing growing pressure from asset owners\, employees\, lawmakers and activists to reduce emissions across their entire value-chain (Scope 1 to 3).\nThe EU Climate Law as well as the intermediate targets such as the 2030 one currently under discussion\, make it increasingly clear to corporations that all emissions will need to tend to zero in the longer term\, and that all emissions will eventually be regulated. The opportunity space for voluntary commitments will\, in other words\, at some point have to disappear in a net zero world.\nIn light of this\, ERCST has embarked on an exploration of the main issues and options regarding how to identify and measure these emissions\, and what role they should play in the transition to a low-carbon future. This meeting builds on two previously organized workshops with stakeholders on 26 January and 7 December\, which brought together key actors from different industry sectors who are concerned with tackling Scope 3 emissions from their business activities.\nDuring this meeting\, ERCST will present an outline summarizing the focus of ERCST’s work regarding the main issues and options for addressing supply chain emissions in climate policy. This will be followed by two case study presentations from stakeholders on the potential of value chain emissions reductions\, after which ERCST will moderate a discussion with other attendees.\n  \nThis meeting is under Chatham House Rules \nParticipation to this event is by invitation only. SUMMARY:Preparing for the review of the EU ETS - The plan to decarbonize industry while protecting against carbon leakage
DESCRIPTION:This meeting is under Chatham House Rules \nThis meeting is part of a series of webinars which are part of ERCST’s work stream on the revision of the EU Emission Trading System. Our aim is to bring together a group of stakeholders on a regular basis to discuss the most important issues on the table for the EU ETS revision. This webinar will be an opportunity for participants to engage in a discussion on how the ETS can help write the story of industrial decarbonisation\, and how protection against carbon leakage can be ensured throughout phase 4.\n \nSome of the key questions that will addressed during this meeting include: \n\nWhat is required beyond ‘a price on carbon’ for industry to decarbonize?\nWhat is the role of emerging ‘accompanying’ policies that are currently being discussed and implemented\, including carbon contracts for difference\, a consumption charge/climate contribution\, product(ion) standards\, etc; and how do they fit with the EU ETS?\nWhat type and level of public support aimed at decarbonising industry and ensuring the uptake of low-carbon products is necessary\, and what role can the EU ETS play?\nGiven the long investment cycles for industry\, what is needed to ensure investments made in the 20s and 30s will be in line with the 2050 net-neutrality goal as the carbon price alone will not drive these investments during this period?\nHow can the EU provide effective and efficient protection against carbon leakage while decarbonising its industry?\n\n \nWorkshop Material(s)\nAgenda\nERCST presentation – Industrial decarbonisation and Carbon Leakage\nPresentation by A. SUMMARY:State of the European Green Deal - avoiding overlap and maximizing synergies between policy instruments
DESCRIPTION:This meeting is part of a continuous series organised by ERCST on the European Green Deal\, which started on 8 January 2020 right after the European Commission’s EGD was announced. This work stream aims to bring together policymakers and stakeholders on a regular basis to take stock on recent developments in the EGD framework. Each of these focus on the recent high-level policy developments under the European Green Deal\, the ‘general sentiment’ of stakeholders on the direction and implementation of the EGD\, and/or overall political\, strategic or governance issues.\nThere are 12 policy proposals expected from the European Commission by June 2021\, ranging from revising the existing climate and energy policies to introducing new fiscal approaches (both within the EU and at the border) and using new sources of revenues to speed up the transition. While it should be expected that a coherent policy package will be proposed in June\, each individual proposal will inevitably be subject to separate Trilogue negotiations.\nAhead of to the spring 2021 European Council (25-26 March)\, this session will look at how the various measures planned in the ‘Fit for 55’ climate and energy package play together\, what emphasis is being put on pricing carbon\, and if there are potential risks for waterbed effects and overlap in its implementation.\nThe first panel of this meeting is intended to take a political and strategical approach to those matters\, with a focus on the different policy tools that might put a price on carbon\, and how they fit together in delivering on the objectives of the EGD.\nAs a case in point\, the energy taxation directive (ETD)\, ETS and CBAM will have similar objectives\, including pricing carbon and generating revenues\, while protecting against the risk of carbon leakage. The second part of this meeting will focus on how the design\, coverage and functioning of these three tools will have to avoid overlap and ensure synergies.\n  \nThis meeting is under Chatham House Rules \n \nWorkshop Material(s)\n\nDraft Agenda\nAgora Energiewende presentation\nKOBIZE presentation\nERCST presentation\nUpcoming Events\nStakeholder Consultation: CBAM in an International ContextApril 22 @ 15:00 - 17:00Launch Event – 2026 ETS ReviewApril 23 @ 10:00 - 12:00Launch Event – Carbon Leakage under CBAM and Free AllocationMay 13 @ 10:30 - 12:302026 State of ETS – LaunchMay 20 @ 15:00 - 16:30International Townhall: CBAM in an International ContextJune 23 @ 14:30 - 16:30\n\n \nPast Events\n2026 Review of EU ETS – Stakeholder meetingApril 1 @ 15:00 - 17:00Launch Event – Policy options for sustainable mobility: the road to decarbonizationApril 1 @ 10:00 - 12:00Quo Vadis ETS: Challenges and SolutionsMarch 23 @ 16:00 - 18:00

SUMMARY:Discussion on role of Scope 3 emissions in decarbonization
DESCRIPTION:The increasing ambitions towards net zero stipulated by the Paris Agreement\, the EGD and via voluntary targets from companies\, implies that accounting and complying for indirect emissions will play an ever-increasing role in achieving these pledges.\nFrom the regulatory standpoint\, the EU compliance obligations have largely focused on Scope 1 emissions\, with the main policy instrument to drive decarbonization being the EU ETS. A holistic view on how Scope 3 emissions are addressed and accounted for has been lacking. While there are voluntary Scope 3 GHG reporting methods and initiatives\, there are very few mandatory compliance systems in place.\nERCST will hold a discussion session on Tuesday\, January 26th\, 2020 on the role of Scope 3 in decarbonisation and compliance. This meeting will be an opportunity to engage in open discussion with a group of stakeholders on the key issues identified on how Scope 3 emissions should be treated\, what role they will play in the drive towards decarbonization\, and identify those questions and issues which merit further analysis.\n\n\nParticipation to this event is by invitation only.
