DESCRIPTION:This was a hybrid event.  \nConsidering the momentum of the recently published EU Corporate Sustainability Due Diligence Directive (CS3D) – and its entry into force on July 25\, 2024 –\, ERCST proposes evaluating the final text of the CS3D\, building on its previous work – i.e.\, “The EU Corporate Sustainability Due Diligence Directive and its Extraterritorial Effect: Promise and Pitfalls”. \nThis analysis considers not only earlier elements from the legislative process\, namely the two previous negative opinions from the European Commission’s Regulatory Scrutiny Board and the Commission Staff Working Document\, as well as the Commission’s initial proposal. DESCRIPTION:Register \nMarking the one-year anniversary of the CBAM’s transitional period\, this event will take stock of the challenges encountered during the first year of the CBAM. The discussion will focus on obstacles faced by importers\, exporters\, and other stakeholders involved in the CBAM.  How large are the difficulties in obtaining accurate data and engaging with suppliers? Has the CBAM already resulted in any shifts in behavior—such as sourcing materials locally or changing trade patterns to adapt to the challenges they face because of the CBAM? \nThese insights will lead to a conversation about how policymakers\, governments and authorities  should best prepare for the definitive period and address the unresolved challenges before the CBAM is fully implemented. This will be the tenth annual report on the State of the EU ETS and builds on the reports produced by this group of authors\, and other partners\, in the last years. The 2024 edition is available through this link. \nThe State of the EU ETS Report is intended as a “snapshot”\, providing policymakers and stakeholders with an overview of how the EU ETS is doing by April of each year\, based on previous year data. If you are interested in attending\, please contact aruiz@ercst.org. \nOn March 23\, 2023\, the Commission submitted to the European Parliament and the Council\, a proposal for a directive on substantiation and communication of explicit environmental claims (i.e.\, “Green Claims Directive” or “GCD”). The GCD establishes minimum requirements for the substantiation and communication of explicit voluntary environmental claims in business-to-consumer commercial practices. Within these\, climate-related claims based on carbon credits – normally issued in voluntary carbon markets (VCMs) – are explicitly included. \nThe European Parliament adopted its position\, with further changes and several restrictions to climate-related claims\, on March 12\, 2024\, in plenary. On June 17\, 2024\, the Council adopted its position (‘general approach’) – which will form the basis for negotiations between the co-legislators in the new legislative cycle. Trilogues\, which were supposed to begin in Autum 2024\, are expected to begin in 2025 Q1 – during the Polish Presidency. \nThis focus group meeting aims to look at the GCD proposal and allow a brainstorming session on: (i) how it connects with VCMs and the implications for these markets; (ii) how the discussion is important for voluntary corporate action. \nDraft Agenda

SUMMARY:Stakeholder Consultation – 2025 State of the EU ETS Report

Online participation was only allowed for attendees located outside Brussels” \nThis meeting was by invitation only.  \nThis meeting was intended as a brainstorming meeting with a small group of invited stakeholders and policy makers\, which will brainstorm on the draft presentation and content of the 2025 State of the EU ETS Report[1]. It follows the stakeholder session ERCST hosted on December 17. This will be the tenth annual report on the State of the EU ETS and builds on the reports produced by this group of authors\, and other partners\, in the last years. The 2024 edition is available through this link. \nThe Report is intended as a “snapshot”\, providing policymakers and stakeholders with an overview of how the EU ETS is doing by April of each year\, based on previous year data. SUMMARY:Stakeholders Consultation: Green Claims Directive (GCD) trilogues - How does the GCD connect to Voluntary Carbon Markets (VCMs)?
DESCRIPTION:This was an in person event. \nOn March 23\, 2023\, the Commission submitted to the European Parliament and the Council\, a proposal for a directive on substantiation and communication of explicit environmental claims (i.e.\, “Green Claims Directive” or “GCD”). The GCD establishes minimum requirements for the substantiation and communication of explicit voluntary environmental claims in business-to-consumer commercial practices. Within these\, climate-related claims based on carbon credits – normally issued in VCMs – are explicitly included. \nThe European Parliament adopted its position\, with further changes and several restrictions to climate-related claims\, on March 12\, 2024\, in plenary. On June 17\, 2024\, the Council adopted its position (‘general approach’) – which will form the basis for negotiations between the co-legislators in the new legislative cycle. Trilogues\, which were supposed to begin in Autum 2024\, are expected to begin in 2025 Q1 – during the Polish Presidency. \nThis stakeholders meeting aimed to look at the GCD proposal and allow a brainstorming session on: (i) how it connects with VCMs; (ii) how the discussion is important\, in the end\, for voluntary corporate action; (iii) what are the potential implications for VCMs; and (iv) what to expect from the trilogues on this matter. \n  \nDraft Agenda \nERCST Slides \nCarbon Gap Slides

SUMMARY:Launch Event: Solutions for exports of EU CBAM-covered goods
DESCRIPTION:This was an online event. \nThe CBAM’s transitional period is underway\, however several issues remain unresolved ahead of the definitive period and numerous delegated and implementing legislations\, along with reviews are due before the end of the transitional period. Altogether\, 2025 will be an important year for the CBAM\, with decisions on principal design parameters through several reviews and implementing and delegated acts scheduled throughout the year. \nERCST’s ‘Border Carbon Adjustments in the EU – Phase VI’ workstream will start off 2025 by revisiting the topic of exports. \nAt this event the ERCST launched and presented a paper that identifies solutions for addressing the carbon leakage risk associated with EU-produced goods subject to the CBAM that are destined for export to third countries. SUMMARY:European Hydrogen Bank – Second Auction and Next Steps (Public Event)
DESCRIPTION:This was an online event.   \nThe EU Hydrogen Bank was established to attract private investments in renewable hydrogen and strengthen hydrogen value chains across Europe. Following the first pilot auction in 2023\, the European Commission launched a second auction in December 2024 with revised terms\, including new resilience requirements\, a focus on industrial competitiveness\, and a dedicated budget for maritime projects. Spain\, Lithuania\, and Austria also joined the “Auctions-as-a-Service” scheme for this round. The auction received 61 bids\, with results expected by mid-2025.This event discussed the structure of the Hydrogen Bank\, analyzed the outcomes of the second auction\, and explored potential adjustments for future auctions. \nKey questions to be addressed included: \n\nWhich are the main ‘learnings’ from the first and second auction?\nShould low-carbon hydrogen be included in the scope of the Hydrogen Bank and its future auctions?\nShould the Hydrogen Bank keep providing a separate basket for specific sectors? DESCRIPTION:The launch event was held at the University Foundation\, Rue d’Egmont 11\, 1000 Brussels \n  \n  \nThis event marks the launch of the Carbon Dioxide Removals (CDRs) Report\, part of the “Future of Emissions Trading in the EU” project. This initiative by ERCST aims to provide original analytical insights\, identify challenges\, and propose solutions for the evolution of the EU Emissions Trading System (EU ETS) during the second phase of Phase IV (2025–2030) and beyond. Throughout the year\, a series of reports will be released\, each addressing different facets of the EU ETS’s future. \nIn line with the EU ETS Directive\, the European Commission is mandated to annually assess the system’s functioning and future design. In June 2024\, the Commission initiated a call for tenders to support the evaluation of the EU ETS and the Market Stability Reserve (MSR)\, as well as the 2026 review of both mechanisms. Building on this\, in April 2025\, the Commission launched a 12-week public consultation to gather stakeholder views on the evaluation and review of the EU ETS and MSR\, aiming to ensure the system continues to contribute effectively to the EU’s climate neutrality goals by 2050 . \nComplementing the Commission’s official review\, independent assessments play a crucial role in evaluating the EU ETS’s functionality and delivery. This event will present the fourth report of the “Future of Emissions Trading in the EU” initiative\, focusing on Carbon Dioxide Removals. SUMMARY:2040 Climate Target: EU’s Climate Turning Point?
DESCRIPTION:  \nThis was an online event. \nThe European Climate Law required the EU to set a 2040 climate target within six months of the first Global Stocktake under the Paris Agreement—an essential milestone on the path to climate neutrality. On 6 February 2024\, the EU Commission published its Communication ‘Securing our future – Europe’s 2040 climate target and path to climate neutrality by 2050 building a sustainable\, just and prosperous society’\, recommending a 90% net reduction in greenhouse gas emissions by 2040 compared to 1990 levels.
