However\, this approach threatens to become a jigsaw puzzle of complicated administrative systems that could greatly restrict international trade. This session will focus on how climate clubs\, coalitions of countries with aligned climate goals\, can provide a multilateral or international approach to coordinating trade-related climate measures and seeking inter-operability. Discussions will cover topics such as the potential benefits and challenges of climate clubs and how they could function in practice\, as well as a survey of existing efforts in this space. But there has been relatively little analytical attention paid to dynamic analysis that takes into account the adaptive response of the impacted countries.\nERCST will present the methodology of a new study focused on quantifying the impacts of the implementation of response measures under different scenarios. The study focuses on the impacts and incentives for India when faced with destination-based carbon pricing.\nUsing Computable General Equilibrium (CGE) modelling\, the study will analyze the economic and social impacts for Indian and examine the potential benefits of timely decarbonization by looking at a number of different scenarios. The Declaration on the Use of CBAM Revenues\nNovember 20\, 2024 – 18:00-19:00\, Baku time (15:00 Brussels time) | Ukraine Pavilion\, COP 29 venue\, Blue Zone \nJoin Online \nOnce the CBAM progresses from the current transitional to the definitive period starting in 2026\, after which its implementation will incur a financial obligation on importers\, it will also begin yielding revenue that is proportional to the prevailing carbon price under the EU ETS as well as the carbon intensity and volume of imported goods covered by the CBAM. Not only will the revenue collected under the CBAM increase as the mechanism is gradually phased in over the course of nearly a decade\, but the simultaneous phasing out of free allocation will also increase the revenue generated from allowance auctioning under the EU ETS.\nThe goal of this side event is to elaborate on possible options for EU CBAM revenue use. The discussions will be based on The Declaration on the Use of CBAM Revenues. Online participation is only allowed for attendees located outside Belgium”.  \nRegister in-person Register online \nThe Corporate Sustainability Reporting Directive (CSRD) and its delegated regulation – the European Sustainability Reporting Standards (ESRS) – require companies to disclose their transition plans for climate change mitigation\, if they have one\, and explain how these are aligned with the 1.5°C goal of the Paris Agreement. The Corporate Sustainability Due Diligence Directive (CS3D) mandates companies to adopt and implement a transition plan for climate change mitigation\, aiming to ensure\, through best efforts\, that the company’s business model and strategy are compatible with the transition to a sustainable economy and the goal of limiting global warming to 1.5°C. \nAccording to the application requirements (ESRS E1)\, current approaches suggest that companies should benchmark their efforts against the 1.5°C target. This benchmark should be based on a sectoral decarbonisation pathway\, if available for the company’s sector\, or on an economy-wide scenario\, acknowledging its limitations. However\, without clear methodologies or sector-specific pathways established by public policies\, companies\, especially those operating across multiple sectors\, face significant challenges. \nIn this context\, and among the numerous guidelines issued by private initiatives\, EFRAG is developing Implementation Guidance on Transition Plans under the CSRD\, which is expected to address some of these ambiguities. SUMMARY:Finding common ground: A debate on the role of Carbon Management technologies in decarbonisation pathways

Online participation is only allowed for attendees located outside Belgium”. \nPublic sentiment and acceptance of Industrial Carbon Management (ICM) technologies – namely Carbon Capture\, Utilization\, and Storage (CCUS) and Carbon Dioxide Removals (CDRs) – are crucial for the overall EU approach to climate action and for having them deployed on time to achieve climate neutrality by 2050. Various factors\, including the negative perceptions held by environmental advocacy groups\, significantly influence public opinion. These groups often view these technologies as unsafe\, untested\, and a hindrance to the energy transition\, potentially jeopardizing the global net zero goals set by the Paris Agreement. \nRecently\, however\, there has been a shift in public opinion. The ongoing energy crisis\, rising energy costs\, and the visible challenges of achieving the Paris Agreement’s goals have led to a reluctant but growing acceptance of ICM technologies. However\, communication between different stakeholders seems not to exist\, as they often have different views on how decarbonization and the Paris Agreement’s goals should be achieved\, and which technologies are more ‘legit’ than others. \nIn this roundtable\, various stakeholders with (opposing) views are gathered together\, intending to find common ground to move forward with developing and deploying ICM technologies and their role in decarbonisation models and achieving climate neutrality. \nSlides \nAgenda

SUMMARY:Launch Event: Including products further down the value chain in the EU CBAM
DESCRIPTION:This is an online event. \nThe CBAM’s transitional period is now underway\, however several issues remain unresolved ahead of the definitive period and numerous delegated and implementing legislations\, along with reviews are due before the end of the transitional period. The ERCST’s third report of CBAM V will look at the topic of including products further down the value chain in the EU CBAM. \nAt this event the ERCST launched and presented a report\, which was followed by a discussion on inclusion of additional products in the value chain in the CBAM related to the review under the CBAM due at the end of 2024. The discussion covered the impact on downstream cost increases and the risk of value chain substitution for semi-manufactured and manufactured goods. Such policies can have diverse impact on different countries depending on a country’s specific circumstances and the nature of their exports. \nThe purpose of the Climate-Trade Nexus Assessment (CTNA) project is to explore how trade-based climate measures that aim to address international greenhouse gas (GHG) leakage resulting from domestic climate policy measures in key industries might be designed to account for the legitimate differences that characterise climate policy across various developing country trading partners.   \nFor this event\, we invite stakeholders from different countries to join us in a virtual workshop for the Climate-Trade Nexus project. As a reminder\, in many cases EU legislation is based on commitments that the EU delegation makes at COP meetings. \nCOP29 in Baku is expected to be a decisive conference for comprehensive climate action\, with topics like climate finance – including the New Collective Quantified Goals (NCQGs)\, and the upcoming Nationally Determined Contributions (NDCs) due by February 2025 – as well as the alignment of biodiversity and climate. \nThe Presidency’s vision for COP29 is to “enhance ambition\, enable action” and adopting the NCQG is listed at the top of the list under enabling action. The COP29 Presidency launched the “Climate Finance Action Fund” (CFAF)\, to receive annual contributions from fossil fuel-producing countries and companies. Initial fundraising aims for $1 billion\, with members committing to annual contributions as fixed sums or based on production volume. \nIt has become clear that private players need to enter the scene to mobilise more and more climate finance. Carbon market is one way to do that. Article 6 of the Paris Agreement sets out the rules for global trade in greenhouse gas emissions reductions. While COP28 brought no significant progress on the matter\, expectations are that some development will be achieved on this front. \nJ. Under this proposal\, companies and traders will be required to prove voluntary claims about environmental characteristics of their products or their organisations to be verified by a third party (the “verifier” an accredited body officially established by the Member State). The European Parliament adopted its position\, with further changes and several restrictions to climate-related claims\, in plenary on 12 March 2024. DESCRIPTION:This was an online event. \nThis event was by invitation only.\n \nSince the publication of the Sustainable Carbon Cycle Communication in 2021\, CCUS and CDRs have gained increasing attention from stakeholders and policymakers and led to the adoption of various policy proposals\, such as the Carbon Removal Certification Framework\, in 2024. \nAs a next step to further incentivize the development and deployment of these technologies in the EU\, the Commission published the Industrial Carbon Management strategy in the same year. It identified three main pathways to be developed – namely\, CCS\, CCU\, and CDRs – and highlighted how building an EU’s CO2 infrastructure is meant to become one of the priorities to focus on as it is considered a key enable of the pathways. \nHowever\, the EU may need to rely on other countries’ storage capacity to achieve its net zero emissions target by 2050 for various reasons\, including the uncertainty over the volume of storage capacity in the EU and because of differences between Northern and Southern Europe. For some Member States\, opting for storing their CO2 in third countries may be the only choice. \nIn this roundtable\, participants were invited to discuss the following questions: \n           – How important is it to build a CO2 infrastructure beyond EU borders? \n           – What are the opportunities? If you are interested in attending\, please register through the link below.  \n*Registrations for this event are closed. \nThe EU ETS is seen as one the important drivers since it came into operation in 2005. However\, as we reach end of 2020’s and forward middle of 2030\, there are many issues that need to be discussed – fundamentally if the EU ETS is the right instrument as we reach towards zero allowances and what architecture and governance it should take. \nThis session discussed the role of negative emissions and carbon removal technologies in the existing EU ETS\, and\, if they were to be included\, under what constraints.
