SUMMARY:Launch of the ‘Climate Policy Priorities for the Next European Commission’ Report
DESCRIPTION:This was a public event – hybrid format.  \nIfo Institute and ERCST launched the initiative “Climate Policy Priorities for the Next European Commission” to identify and examine several issues that the EU institutions should consider as part of climate change policy developments after the 2024 elections (i.e.\, within the work of the new Commission). \nOn 22 June 2023\, ERCST and CESifo Institute/EconPol hosted a first meeting in Brussels which allowed to preliminarily identify the core issues encompassed by this initiative. To provide intellectual leadership\, ifo Institute and ERCST have convened thought leaders from across Europe to provide ongoing input to the initiative. \nAfter carrying out individual interviews to the members of High-level Working Group on Climate Change Policy Priorities in the next EU Political Cycle\, ifo Institute and ERCST organised stakeholder meetings in three EU Member State capitals (Berlin\, Paris and Warsaw)\, during November 2023. \nThe output\, which is envisaged in the form of two reports in 2024\, will be under the responsibility of ifo Institute and ERCST. \nERCST and ifo will launch the 1st report focusing on a qualitative analysis. \nRecording    Agenda    Report    ERCST/ifo slides

SUMMARY:Roundtable on Just Transition Framework
DESCRIPTION:As part of the Just Transition workstream\, the ERCST team has decided to explore and put together a preliminary framework to assess the social impacts of the transition and provide guidance on how to develop a vision for a just transition that will\, in turn\, translate into concrete actions. The framework entailed mainly three parts: 1) the principles for a JT\, 2) a set of indicators to measure the social impacts of the transition and 3) guidance on how to build a JT strategy based on the impacts analysis. \nAcknowledging the fact that a just transition is not a fixed set of rules\, this framework aims to provide guidance and support to assess the current situation and build a vision and a process for a Just Transition. With this work\, ERCST helped the research and policy community to shape their agendas towards a fair and just transition. \nThe aim of the roundtable meeting is to initiate a discussion and gather your views on the initiative. During the roundtable\, ERCST shared a presentation highlighting the existing principles\, guidelines\, frameworks\, and tools for JT and then presented the ideas for the ERCST framework. Interventions from the Wuppertal Institute\, EPRI and SEI followed\, preparing the terrain to have an open discussion. \nAgenda    ERCST Publication

SUMMARY:Just Transition Governance and Financing  across EU Member States
DESCRIPTION:Sustainable development considers economic\, social\, and environmental matters holistically. Just Transition intends to counter the idea that valuing social aspects of sustainable development and caring for the environment are mutually exclusive goals. \nIn this context\, ERCST decided to further analyse the social implications of the environmental transition\, both at a global and an EU level. At EU level\, the climate ambition under the EGD (-55% in 2030 and climate neutrality in 2050) will have social impacts spread unevenly. The EU is thus trying to make this transition fair\, leaving no one behind. \nThis meeting will be an opportunity to take stock and unpack the governance of Just Transition initiatives across EU Member States by answering the following questions: \n\nWhat is the EU already doing on Just Transition? SUMMARY:Assessing the impacts of international Response Measures in Ghana
DESCRIPTION:This webinar is part of the project “Reporting on the Impacts of Response Measures – a case study on Ghana”\, jointly organised by ERCST and the Environmental Protection Agency of Ghana.\nERCST and the EPA in Ghana have been working together on identifying\, measuring and analysing the impacts of the implementation of response measures in Ghana. To foster capacity building and stakeholder participation\, virtual workshops are being organized at each stage of the development of the case study.\nIn previous steps of the project ERCST carried out an analysis of the Ghanaian economy to understand what the most vulnerable sectors to international mitigation policies are. As a result\, 12 sectors were identified\, including oil\, fishing\, tourism\, aluminum and manganese. Afterwards\, specific response measures were associated to each of the 12 vulnerable sectors\, such as IMO\, CORSIA and the EU CBAM.\nAt this stage of the project\, a quantitative assessment of the impacts that the identified response measures could have on certain Ghanaian economic activities will be performed. The analysis will be conducted via a Computable General Equilibrium Analysis (CGE Model).\nDuring this webinar\, the approach and modelling will be presented and reactions from Ghanaian stakeholders will follow. Lastly\, ERCST will moderate a roundtable discussion with the attendees with the aim of gathering feedback on the methodology\, leveraging local knowledge. \nThis meeting is under Chatham House Rules \nParticipation to this event is by invitation only. DESCRIPTION:One of the key elements in achieving climate neutrality and transition to a low GHG economy is to ensure that it happens in a fair way\, leaving no one behind.
