SUMMARY:Launch Event - Implementation and transposition of hydrogen regulations in the EU Member States
DESCRIPTION:This was an in person event.  \nThis was the launch event of ERCST Paper ‘Implementation and transposition of hydrogen regulations in the EU Member States’. \nThe goal of this initiative is to assess how EU Member States are implementing and transposing EU regulations and directives into their national framework. A few Member States have been selected as case study. The Paper aims to identify:   \n\nHow the Member States implementing and transposing EU hydrogen regulations (eg. RED III\, Hydrogen and Decarbonised Gas Market package\, RED II\, FuelEU maritime\, RefuelEU aviation\, REPowerEU\, Net Zero Industry Act) and which are the best practices that emerged.\nWhich tools (e.g.\, subsidies\, State Aid\, tax incentives but also policies) are being used in EU Member states to promote the adoption of hydrogen technologies and how are these instruments tailored to meet the unique needs and conditions the various countries.\nWhether the Member States have/plan to develop programs or bilateral mechanisms to interact with the other Member States.\n\nPaper \nRecording \nSlides \nAgenda  \n      \n  \n

SUMMARY:European Hydrogen Bank – Second Auction and Next Steps (Public Event)
DESCRIPTION:This was an online event.   \nThe EU Hydrogen Bank was established to attract private investments in renewable hydrogen and strengthen hydrogen value chains across Europe. Following the first pilot auction in 2023\, the European Commission launched a second auction in December 2024 with revised terms\, including new resilience requirements\, a focus on industrial competitiveness\, and a dedicated budget for maritime projects. Spain\, Lithuania\, and Austria also joined the “Auctions-as-a-Service” scheme for this round. The auction received 61 bids\, with results expected by mid-2025.This event discussed the structure of the Hydrogen Bank\, analyzed the outcomes of the second auction\, and explored potential adjustments for future auctions. \nKey questions to be addressed included: \n\nWhich are the main ‘learnings’ from the first and second auction?\nShould low-carbon hydrogen be included in the scope of the Hydrogen Bank and its future auctions?\nShould the Hydrogen Bank keep providing a separate basket for specific sectors? If yes\, which ones?\nShould the ‘resilience requirement’ be expanded to other countries in addition to China?\n\n  \nAgenda     Slides    Recording

SUMMARY:Low-Carbon Hydrogen Delegated Act: a turning point for the hydrogen market ramp-up? (Public Event)
DESCRIPTION:This was an in-person event.  “Important! Online participation is only allowed for attendees located outside Brussels” \nThis event aimed to discuss the final version of the Delegated Act on low carbon fuels (for which low-carbon hydrogen is the key component) and assess whether it will drive meaningful change by facilitating the scale-up of the hydrogen market\, boosting demand\, and providing much-needed clarity on the methodology for calculating GHG emissions from low-carbon hydrogen. \nKey questions that were addressed include: \n\nDoes the recently published Delegated Act provide sufficient clarity and certainty to support long-term investment decisions and accelerate the ramp-up of the hydrogen market?\nIs the Delegated Act sufficiently technology neutral to foster innovation across a broad range of low-carbon hydrogen production pathways\, beyond electrolysis?\nWhat are the most significant implementation challenges that you foresee with the Delegated Act?\n\nThis event was under Chatham House Rule. \nDraft Agenda  Slides

SUMMARY:Stakeholder consultation: Towards a comprehensive hydrogen infrastructure - assessing progress and addressing gaps
DESCRIPTION:This is a by-invitation only ONLINE event. If you are interested in joining please contact ccavallera@ercst.org \nThe development of a robust hydrogen infrastructure is a key enabler of the EU’s decarbonisation ambitions and the broader green transition. \nERCST aims to collect relevant feedback on this topic to support the drafting of a comprehensive policy paper. \nKey topics to be discussed during this stakeholders consultation include: \n• The current status of hydrogen infrastructure development\, including pipelines and terminals;\n• Key uncertainties and challenges\, including permitting\, cross-border coordination\, and demand visibility;\n• Mechanisms in place to support infrastructure rollout\, such as financing instruments and policy tools;\n• The upcoming European Grid Package (expected Q1 2026)\, which aims to accelerate the upgrade\, digitalisation\, and expansion of the European grid. While primarily focused on electricity\, it will also address hydrogen and other infrastructure relevant to TEN-E corridors. \nDraft Agenda

SUMMARY:Debate - Industrial Accelerator Act: will it be the signal for hydrogen demand to emerge?
DESCRIPTION:  \n  \n This was an ONLINE event.  \nThe Industrial Accelerator Act (IAA) is a core element of the Clean Industrial Deal\, designed to accelerate the decarbonisation of Europe’s energy-intensive industries (EIIs). It aims to address three major challenges slowing industrial transformation: lengthy permitting procedures\, high investment risks for clean industrial technologies\, and insufficient demand for low-carbon industrial products. \nTherefore\, the IAA introduces measures to accelerate permitting procedures for industrial manufacturing and decarbonisation projects\, create lead markets for strategic products through Union-origin and low-carbon requirements in public procurement and support schemes\, establish conditions for foreign direct investment in emerging strategic sectors\, and promote industrial activity through the designation of industrial manufacturing acceleration areas by Member States. \nThis event discussed the Industrial Decarbonisation Accelerator Act which was published on March 4th 2026 and assessed whether it can finally trigger hydrogen demand\, strengthening industrial competitiveness and the EU’s climate-neutrality pathway. \nAgenda Recording  Slides
