SUMMARY:Hydrogen and the RED Delegated Acts
DESCRIPTION:On May 20th the European Commission published two delegated acts which are essential to complete the definition of RFNBOs (Renewable Fuels of Non-Biological Origin) and hence to determine the role renewable hydrogen will play in EU decarbonization. In concrete: \n\nDelegated act on the methodology setting out the rules for the production of RFNBOs.\nDelegated act on the methodology to assess the GHG emissions of RFNBOs and recycled carbon fuels.\n\nThe deadline to provide feedback to the proposals was opened until June 17th . \nWe therefore gathered a small group of experts to discuss the proposals from different angles and perspectives. We also assessed whether the delegated acts are coherent with the proposed regulatory framework in the Fit for 55 proposals and the Repower EU plan. \nThe meeting started with a presentation by ERCST where we presented our views on the topic and was followed by the contribution of three icebreakers and a substantive discussion with attendees. \nAgenda    ERCST Slides    EUROFER Slides    Slides Additionality    ERCST Publication

SUMMARY:"Crunch issues" in the hydrogen and gas Directive
DESCRIPTION:This meeting intended to shed more light on some key issues in the\, back then\, proposed Hydrogen and Gas Directive. Namely: the definition for low carbon hydrogen\, the regulatory principles for third-party access and the alignment of the proposal with the energy system integration strategy. \nThis meeting intended to have a substantive discussion on a number of issues: \n\nHow could the Directive help hydrogen to be used where is needed the most?\n\nIs the proposed Directive aligned with the energy sector integration strategy?\n\n\nHow could the definition for low-carbon hydrogen be improved? In concrete:\n\nWhat is the emissions’ scope and the fossil fuel comparator that should be used when defining low-carbon hydrogen?\nHow could Methane leakage be incorporated into the definition?\n\n\nDoes the proposed regulation on third-party access foster or hinder the development of a hydrogen economy in the EU?\n\nWhat are the advantages and disadvantages of negotiated third party access until 2030?\n\n\n\nAgenda    ERCST Slides

SUMMARY:Designing Carbon Contracts for Difference
DESCRIPTION:This workstream aims to bring together stakeholders\, including policymakers and industry on a regular basis to discuss substantive issues around this topic\, informed by original intellectual input from ERCST. \nCCfDs are discussed as one of the most promising alternatives to foster the deployment of low-carbon industrial technologies. However\, it is still uncertain how CCfDs can be part of the policy mix towards decarbonization. \nThis meeting started with a presentation by ERCST of the results of a survey carried out among relevant stakeholders aimed to: \n\nFeel stakeholders’ pulse with regards to CCfDs’ rationale and purpose.\nProvide further guidance on CCfDs’ key design and implementation features.\n\nERCST’s presentation also provided an overview of the vision outlined by several member states\, with particular emphasis on Germany\, France and the UK. \nThis was followed by a panel discussion geared towards assessing and commenting on the survey’s results.   \nAgenda    ERCST Slides    EC Slides    Carbon Engineering Slides    Agora Slides

SUMMARY:The International Dimension of Hydrogen
DESCRIPTION:This workstream aims to bring together stakeholders\, including policymakers and industry on a regular basis to discuss substantive issues around the topic of hydrogen\, informed by original intellectual input from ERCST. \nERCST has accompanied EU institutions and stakeholders in the different stages of the hydrogen regulatory process\, identifying missing pieces and shedding more light on issues that needed further clarification. \nNow\, after having focused on the EU hydrogen policy and regulatory sphere\, this event launched ERCST research activities on the international dimension of hydrogen. \nThis meeting started with a presentation by ERCST\, outlining some of the key aspects that shape the international dimension of hydrogen and that may have an impact on the EU hydrogen economy.  ERCST presentation was followed by a panel discussion that intended to encourage a discussion on the following questions: \n\nTo what extent does the EU need to import hydrogen?\nDo we endanger EU industry by supporting hydrogen production in third countries?\nHow will the landscape in terms of hydrogen global production look like in the future?\nShould CBAM cover hydrogen imports? Why yes\, why not.\n\nAgenda    ERCST Slides     ERCST Publication

SUMMARY:Hydrogen: completing the regulatory puzzle
DESCRIPTION:Drawing on the lessons of a previous stock-take on the topic discussed in December 2021\, this meeting intended to identify main gaps in the current EU regulatory framework for hydrogen following the publication of the hydrogen and decarbonized gas market package and other relevant legislative acts\, such as the Delegated Act on Renewable Fuels of non-Biological Origin (RFNBO). \nThis meeting reflected upon the following questions: \n\nHas the Commission proposed a comprehensive regulatory framework that supports the creation of a hydrogen economy in the EU? If not\, what are the missing pieces?\nWhat are those elements of the regulation that despite being included may act as a bottle neck or slow the pace of deployment of a hydrogen economy?\nAre we making an excessive use of regulation vis a vis market-based instruments such as carbon pricing?\nIs there a comprehensive definition for low carbon hydrogen that supports investments in this technological landscape?\nDoes the delegated act on RFBOs act as a bottleneck for the deployment of a hydrogen economy?\n\nDraft Agenda    ERCST Slides     ERCST Publication

SUMMARY:Hydrogen and decarbonised gas market package
DESCRIPTION:This is a hybrid meeting by invitation only\, if you wish to participate please contact: Antonio Fernandez \nThis new workstream aims to bring together stakeholders\, including policymakers and industry on a regular basis to discuss substantive issues around the topic of hydrogen\, informed by original intellectual input from ERCST. \nThis meeting will take stock of the main gaps in the current EU regulatory framework after the Fit for 55 Package first round of publications and how the revision of the hydrogen and decarbonized gas market package and other relevant legislative acts\, such as the Delegated Act on Renewable Fuels of non-Biological Origin (RFNBO) will address them. \nNatural gas\, i.e. fossil methane constitutes around 95% of today’s gaseous fuels consumed in the EU. While the EC has already expressed that energy efficiency related measures and electrification will play a fundamental role to reduce emissions\, in certain areas\, gaseous fuels will remain present in the EU energy system. According to the Climate Target Plan Impact Assessment\, the share of gaseous fuels to total EU energy consumption in 2050 would be about 20%. The EC is therefore looking at policies that facilitate a progressive phase out of unabated use of fossil gasses via gradual replacement of natural gas and the uptake of renewable and low-carbon gases. \nProposals unveiled by the Commission on July 14th have laid the foundations of a specific regulatory framework\, albeit still incomplete\, to promote investments in renewable hydrogen. Conversely\, and pending the revision of the hydrogen and decarbonized gas market package\, it seems that the Commission intends to leverage carbon pricing and the EU Taxonomy to boost demand and supply of other types of hydrogen. \nLooking at the relationship between regulation and the hydrogen value chain\, the Fit for 55 package first round of publications addressed fundamental questions\, mainly covering demand and supply of hydrogen while key regulatory issues for hydrogen transportation and transportation infrastructure have not been fully covered so far. The hydrogen and decarbonized gas package will shed more light on important regulatory missing pieces of the hydrogen puzzle such as for example\, the repurposing of current gas networks to transport hydrogen\, the blending of hydrogen with natural gas\, the planning of networks and retail markets or the protection of consumers and the security of the energy market. \nThis meeting will focus on: \n\nWhat is in the revision of the package for hydrogen?\nWill there be a comprehensive regulatory framework for hydrogen in the EU after the package? What are the missing pieces?\nHas the right balance between regulation and market-based instruments been achieved?\nWhat are the key KPIs to assess if the regulation is delivering the desired outcome?\nWithin this framework\, how should additionality be designed and defined?\n\n10:00                  Welcome and introduction \n\nA. SUMMARY:Carbon Contracts for Difference (CCfD)
DESCRIPTION:Register Here\nThis new work stream aims to bring together stakeholders\, including policymakers and industry on a regular basis to discuss substantive issues around this topic\, informed by original intellectual input from ERCST.\nCCfD are being discussed as one of the most promising options to foster the deployment of low-carbon industrial technologies. CCfD are one way to minimize the revenue uncertainty attached to investments in low-carbon technologies\, such as renewable and low-carbon hydrogen\, which are still not cost competitive with other more polluting production pathways. \nThis meeting will look in further detail to CCfD as an instrument to enhance the decarbonization of some parts of the EU industry.\n \n \n \nWorkshop Materials\n20210920 Agenda v7\n20211013 – EUROFER – ERCTS – CCFD copy\nCommercialisation Contracts (McWilliams\, ERCST)v2 – Read-Only\nCCfD – AL ERCST 13.10.2021 copy\n20211013ERCST_Presentation_Meeting v5\n
