DESCRIPTION:  \n  \n This was an ONLINE event.  \nThe Industrial Accelerator Act (IAA) is a core element of the Clean Industrial Deal\, designed to accelerate the decarbonisation of Europe’s energy-intensive industries (EIIs). It aims to address three major challenges slowing industrial transformation: lengthy permitting procedures\, high investment risks for clean industrial technologies\, and insufficient demand for low-carbon industrial products. \nTherefore\, the IAA introduces measures to accelerate permitting procedures for industrial manufacturing and decarbonisation projects\, create lead markets for strategic products through Union-origin and low-carbon requirements in public procurement and support schemes\, establish conditions for foreign direct investment in emerging strategic sectors\, and promote industrial activity through the designation of industrial manufacturing acceleration areas by Member States. \nThis event discussed the Industrial Decarbonisation Accelerator Act which was published on March 4th 2026 and assessed whether it can finally trigger hydrogen demand\, strengthening industrial competitiveness and the EU’s climate-neutrality pathway. \nAgenda Recording  Slides

DESCRIPTION:This was an online event.   \nThe EU Hydrogen Bank was established to attract private investments in renewable hydrogen and strengthen hydrogen value chains across Europe. Following the first pilot auction in 2023\, the European Commission launched a second auction in December 2024 with revised terms\, including new resilience requirements\, a focus on industrial competitiveness\, and a dedicated budget for maritime projects. Spain\, Lithuania\, and Austria also joined the “Auctions-as-a-Service” scheme for this round. The auction received 61 bids\, with results expected by mid-2025.This event discussed the structure of the Hydrogen Bank\, analyzed the outcomes of the second auction\, and explored potential adjustments for future auctions. \nKey questions to be addressed included: \n\nWhich are the main ‘learnings’ from the first and second auction?\nShould low-carbon hydrogen be included in the scope of the Hydrogen Bank and its future auctions?\nShould the Hydrogen Bank keep providing a separate basket for specific sectors? DESCRIPTION:This was a public hybrid event under Chatham House rules \nIn the last consultation organised by ERCST\, stakeholders identified a number of barriers to the uptake of renewable hydrogen. On the cost competitiveness side\, renewable hydrogen in the EU still faces challenges in competing with hydrogen produced from fossil fuels\, as well as with competing schemes overseas. This is due to performance factors and the availability of renewable energy coherent with the industry’s baseload needs. These factors hinder the healthy and market-driven development of renewable hydrogen capacity\, dampening investors’ appetite. On the demand side\, concerns related to infrastructure\, costs\, and flexibility further hinder the take-off of the EU renewable hydrogen market. \nThis roundtable aimed to leverage the insights of invited speakers to explore strategies required to bridge the gap between the current and targeted levels of renewable hydrogen production and consumption in the EU. DESCRIPTION:This was an in-person meeting.  \nDuring the previous ERCST hydrogen roundtable discussion\, the different pieces of the EU H2 policy and regulatory framework were assessed\, focusing on its readiness and capacity to adapt to different ambition levels. The discussion was also intended to explore if the framework has been completed or whether there are still some bottlenecks  that should be addressed. \nAs concluded in the meeting\, most of the different pieces of the hydrogen regulatory framework have been proposed and find themselves in final stages of the legislative process. In this sense\, it could be argued that the proposed framework is comprehensive and that its architecture has been carefully designed making sure that most of the elements included in the European Hydrogen strategy will be part of this framework. \nBeyond its fine architecture\, during this discussion we wanted to question whether the proposed framework can be regarded not just as complete or comprehensive\, but also as an attractive and practical tool to attract investments. \nQuestions for discussion: \n\nIs the proposed regulatory framework practical and attractive enough to direct hydrogen investments to the EU?\nHave enough financial means been provided to make sure EU companies will lead the transition towards a decarbonized hydrogen market?\nAre the financial tools and instruments employed fit for purpose?\n\nAgenda    ERCST Slides

SUMMARY:Hydrogen and the RED Delegated Acts
DESCRIPTION:On May 20th the European Commission published two delegated acts which are essential to complete the definition of RFNBOs (Renewable Fuels of Non-Biological Origin) and hence to determine the role renewable hydrogen will play in EU decarbonization. In concrete: \n\nDelegated act on the methodology setting out the rules for the production of RFNBOs.\nDelegated act on the methodology to assess the GHG emissions of RFNBOs and recycled carbon fuels.\n\nThe deadline to provide feedback to the proposals was opened until June 17th . \nWe therefore gathered a small group of experts to discuss the proposals from different angles and perspectives. DESCRIPTION:This is a hybrid meeting by invitation only\, if you wish to participate please contact: Antonio Fernandez \nThis new workstream aims to bring together stakeholders\, including policymakers and industry on a regular basis to discuss substantive issues around the topic of hydrogen\, informed by original intellectual input from ERCST. \nThis meeting will take stock of the main gaps in the current EU regulatory framework after the Fit for 55 Package first round of publications and how the revision of the hydrogen and decarbonized gas market package and other relevant legislative acts\, such as the Delegated Act on Renewable Fuels of non-Biological Origin (RFNBO) will address them. \nNatural gas\, i.e. fossil methane constitutes around 95% of today’s gaseous fuels consumed in the EU. While the EC has already expressed that energy efficiency related measures and electrification will play a fundamental role to reduce emissions\, in certain areas\, gaseous fuels will remain present in the EU energy system. According to the Climate Target Plan Impact Assessment\, the share of gaseous fuels to total EU energy consumption in 2050 would be about 20%. The EC is therefore looking at policies that facilitate a progressive phase out of unabated use of fossil gasses via gradual replacement of natural gas and the uptake of renewable and low-carbon gases. \nProposals unveiled by the Commission on July 14th have laid the foundations of a specific regulatory framework\, albeit still incomplete\, to promote investments in renewable hydrogen. Conversely\, and pending the revision of the hydrogen and decarbonized gas market package\, it seems that the Commission intends to leverage carbon pricing and the EU Taxonomy to boost demand and supply of other types of hydrogen. \nLooking at the relationship between regulation and the hydrogen value chain\, the Fit for 55 package first round of publications addressed fundamental questions\, mainly covering demand and supply of hydrogen while key regulatory issues for hydrogen transportation and transportation infrastructure have not been fully covered so far. The hydrogen and decarbonized gas package will shed more light on important regulatory missing pieces of the hydrogen puzzle such as for example\, the repurposing of current gas networks to transport hydrogen\, the blending of hydrogen with natural gas\, the planning of networks and retail markets or the protection of consumers and the security of the energy market. \nThis meeting will focus on: \n\nWhat is in the revision of the package for hydrogen?\nWill there be a comprehensive regulatory framework for hydrogen in the EU after the package?
