SUMMARY:Launch of the ‘Climate Policy Priorities for the Next European Commission’ Report
DESCRIPTION:This was a public event – hybrid format.  \nIfo Institute and ERCST launched the initiative “Climate Policy Priorities for the Next European Commission” to identify and examine several issues that the EU institutions should consider as part of climate change policy developments after the 2024 elections (i.e.\, within the work of the new Commission). \nOn 22 June 2023\, ERCST and CESifo Institute/EconPol hosted a first meeting in Brussels which allowed to preliminarily identify the core issues encompassed by this initiative. To provide intellectual leadership\, ifo Institute and ERCST have convened thought leaders from across Europe to provide ongoing input to the initiative. \nAfter carrying out individual interviews to the members of High-level Working Group on Climate Change Policy Priorities in the next EU Political Cycle\, ifo Institute and ERCST organised stakeholder meetings in three EU Member State capitals (Berlin\, Paris and Warsaw)\, during November 2023. \nThe output\, which is envisaged in the form of two reports in 2024\, will be under the responsibility of ifo Institute and ERCST. \nERCST and ifo will launch the 1st report focusing on a qualitative analysis. \nRecording    Agenda    Report    ERCST/ifo slides

SUMMARY:State of the European Green Deal year-in-review
DESCRIPTION:This meeting was part of a continuous series organized by ERCST on the European Green Deal. This workstream aims to bring together policymakers and stakeholders on a regular basis to take stock of recent developments in the EGD framework. \nBeginning of 2022 witnessed the continuation of a trend where climate and environmental policies have had an increasing impact on several aspects of the EU society and economy and shape the trajectory of the energy transition\, defining key components of the EU energy system. However\, geopolitical developments in early 2022 marked the beginning of a change in trend\, tilting the balance towards a greater emphasis on energy security and the effects of the energy crisis. \nIn previous years circumstances allowed governments to adopt policies which at the same time contributed to reducing emissions\, offered affordable energy prices to consumers and guaranteed the security of supply. This has become increasingly difficult\, forcing some governments to choose between those objectives. SUMMARY:(Carbon) Contracts for Difference: Priorities and Red Lines for the EU Scheme
DESCRIPTION:This workstream aims to bring together stakeholders\, including policymakers and industry on a regular basis to discuss substantive issues around the topic of (C)CfDs\, informed by original intellectual input from ERCST. \n(C)CfDs are discussed as one of the most promising alternatives to foster the deployment of low-carbon industrial technologies. DESCRIPTION:This meeting is part of a series of events organized by ERCST on the European Green Deal. This workstream aims to bring together policymakers and stakeholders on a regular basis to take stock of current developments in the EGD framework. \nSince the the publication of the Fit for 55 proposals in July 2021\,  the legislative process is entering a crucial phase. The co-legislators advanced their positions on many key dossiers and are getting ready to enter the inter-institutional negotiations. \nHowever\, geopolitical developments led to modifications of the initial proposals which spilled over to the key EGD files as portrayed in the REPowerEU plan. On the other hand\, the voting on some files in the European Parliament – for example on the EU ETS and on inclusion of nuclear energy and gas in the Taxonomy – or the negotiations in the EU Council show the polarisation of views and how complex these discussions are. \nThis meeting intended to assess those developments and whether the EU institutions are succeeding in striking the right balance between the economic\, social and climate aspects of a successful and sustainable transition. \nAgenda    ERCST Slides

SUMMARY:Paper launch: framework for the CBAM policy tools
DESCRIPTION:Registration\nThe European Green Deal has strengthened the level of climate ambition\, increasing the asymmetry of climate efforts by aiming to achieve climate neutrality in the European Union by 2050. This raises the question of how to deal with competitive pressure and carbon leakage\, also considering the COP26 outcomes and pushing Border Carbon Adjustments (BCAs) to the front as a possible unilateral solution. \nSince the beginning of the CBAM Project\, ERCST presented the Sectoral CBAM Report with a deep dive into the specificities of individual sectors as well as issues and options of the general CBAM Design. It was followed by the Proposal and discussed with multiple stakeholders in the EU and internationally.
