SUMMARY:Expert Stakeholder Consultation: ETS in Agriculture
DESCRIPTION:This was an in-person event. \nThe European Climate Law set the objective of cutting GHGs by at least 55% by 2030 compared to 1990 levels\, and to become Net Zero by 2050. In June\, the European Commission has been consulting on an EU climate target for 2040. A communication\, accompanied by an impact assessment on this regard\, will be published in 2024. \nThe consultation raises questions about the future role of the EU Climate Policy\, including the contribution of land based and carbon removals in the agricultural sector\, that is responsible for 13% of EU’s GHS [1]. \nThe European Court of Auditors has tasked the European Commission to come before December 2023 with a potential study to analyse the feasibility of extending emission trading to agriculture after 2030. The consultants in charge of developing this study opened a public consultation to stakeholders in June 2023. \nThis meeting was intended as a brainstorming roundtable with a small group of invited stakeholders and policy makers to brainstorm on how feasible is pricing agricultural emissions and rewarding climate action in the land sector. \n[1] ECA (2021). SUMMARY:Expert Stakeholder Consultation: Free Allocation Regulation (FAR) EU ETS Public Consultation
DESCRIPTION:This was an in-person event. \nThe revised EU ETS Directive (EU) 2023/959 was adopted on 10 May 2023 and published in the EU Official Journal six days after. The European Commission now needs to update several regulatory acts for the revised EU ETS to be implemented in 2024. One important update concerns the Free Allocation Regulation (FAR)\, that sets the rules for the allocation of allowances to those sectors under the risk of carbon leakage. \nIn the EU ETS\, products under the carbon leakage list receive free allocation – at the benchmark level – for free. Following the adoption of the EU Carbon Border Adjustment (CBAM)\, the free allocation provided to energy intensive selected goods will be gradually phased out and replaced by the CBAM “protection”. An upcoming 2024 communication will assess the impact and address carbon removals essential for the “fit for 55” and 2050 Net Zero goals. \nUnder the current framework\, the EU ETS plans to issue its final emissions permits by 2039\, with future residual emissions offset by carbon removals. Yet\, the current EU policy lacks a specific framework for this. There’s advocacy for establishing a European Carbon Bank\, an Innovation Authority\, and a Carbon Removal Certification Authority to enhance the EU’s carbon market structure. \nA European Carbon Bank could optimize carbon market operations\, support emission reductions\, and aid the global shift to a low-carbon economy\, ensuring market liquidity and addressing ETS 1 supply constraints by the 2030s. \nThis meeting was intended as a roundtable with a small group of invited stakeholders and policy makers to brainstorm on the potential aim and governance of a Carbon Bank in the EU\, as well as its practical shape and implications on the current EU Climate architecture. \nAgenda     Slides    Recording \n

DESCRIPTION:This was the launch event of the 2023 State of the EU ETS Report1. During this event the report was  presented by the authors and discussed by commentators. This was be the eighth annual report on the State of the EU ETS and builds on the reports produced by this group of authors\, and other partners\, in the last six years. The 2022 edition is available through this link. \nThe European Commission is required to annually assess\, according to the EU ETS Directive\, the functioning of the EU ETS and report back to the EU Parliament and Council. While the European Commission has its role to play in providing an official report\, it is also important that independent review and assessment of the functioning and delivery of the EU ETS takes place. \nThe annual “State of the EU ETS” Report aims to provide such an independent contribution to the policy debate\, which is needed to ensure that the EU ETS is “fit for purpose”. The Report is intended as a “snapshot”\, providing policymakers and stakeholders with an overview of how the EU ETS is doing by April of each year\, based on previous year data. \nThis event covered the 2023 Report. SUMMARY:(Carbon) Contracts for Difference: Priorities and Red Lines for the EU Scheme
DESCRIPTION:This workstream aims to bring together stakeholders\, including policymakers and industry on a regular basis to discuss substantive issues around the topic of (C)CfDs\, informed by original intellectual input from ERCST. \n(C)CfDs are discussed as one of the most promising alternatives to foster the deployment of low-carbon industrial technologies. SUMMARY:Roundtable: Review of the EU ETS: Financial actors\, ETS2 & compensation
DESCRIPTION:The EU ETS is considered one of the cornerstones of the EU’s climate policy. While it has been faced by many issues\, the ETS has increasingly proven to be ‘fit for purpose’ in recent years. Today\, the EU ETS stands at the dawn of a new revision process\, which will have to ensure that it helps delivering on the European Green Deal in an economically efficient way. The EU ETS Revision was adopted on 14 July 2022 as part of the Fit for 55 Package\, while the European Parliament and Council position were adopted on 22 and 28 June respectively. Trilogues started in September with the objective to achieve a final text to be implemented in 2023. Despite a number of meetings taking place\, some issues are still pending. \nERCST presented its views\, which was followed by two sessions\, each kicked-off with a 5 mins per ice-breaker initial intervention\, followed by an open roundtable discussion with participants. SUMMARY:Article 29a EU ETS Directive - EU Measures in the event of excessive price fluctuations
DESCRIPTION:In January 2021\, the EC carbon price raised to 89.42 euros/tons of CO2. One year before\, the EU carbon price was 33 euros/tons of CO2. This rapid price increase in addition to the recent energy crisis\, has triggered discussions about the possibility of EU authorities to trigger the Article 29 of the EU ETS Directive or at least to revise it. Under Article 29\, if for more than six consecutive months\, the allowance price is more than three times the average price of allowances during the two preceding years\, the Commission shall convene a meeting of the Climate Change Committee. Since the creation of the EU ETS in 2005\, the mechanism has not been triggered so far. \nThis event introduced the current legislative framework. SUMMARY:Price signal for carbon and impact on decarbonisation
DESCRIPTION:The discussion focused on the current EUA price level and their impact on decarbonisation efforts\, both in industrial sectors\, as well as other sectors of the economy. The reaction in the EU seems to vary depending on sectors and EU Member States. Some sectors see the very rapid price increase as beneficial and supportive of decarbonisation effort\, while other sectors make the case that this pace drains resource from decarbonisation efforts while the pace of set turnover cannot be sped up.
