If interested in participating\, please email: elesaulnier@ercst.org fcalvo@ercst.org \nThis stakeholder meeting marks the presentation of the third report in our series dedicated to the 2026 review of the EU Emissions Trading System\, following the publication of the first and second reports in April and September\, respectively. \nThis event will focus on free allocation conditionality in the EU ETS. By making free allocation conditional on an investment plan\, the European Commission’s proposal of 17 July appears to label it a decarbonisation subsidy rather than a carbon leakage protection tool. We will explore alternatives to this approach\, including “double conditionality”: coupling company obligations with external conditions beyond their control\, such as a market for low-carbon products\, the availability of  low-carbon electricity and hydrogen at competitive prices\, and the necessary infrastructures. \nAgenda[/vc_column_text][/vc_column][/vc_row]

For more information contact: hbevernage@ercst.org \nWith the EU ETS Directive under formal review\, the integration of Carbon Dioxide Removals (CDR) into the carbon market has moved from a prospective question to an immediate legislative challenge. The Commission’s July 2026 proposal\, Peter Liese’s EP amendment\, and the UK ETS each offer distinct approaches to CDR integration\, differing on eligibility\, cap integrity\, governance\, and financing. \nFundamental questions remain unresolved: which technologies should be eligible\, how is cap integrity ensured if removal supply falls short\, and who governs and pays for a CDR programme of this scale? \nThis Expert Consultation brings together experts across carbon markets\, CDR technology\, and EU climate policy to examine these questions\, drawing on ERCST’s forthcoming paper on CDR integration into the EU ETS. \nDraft Agenda \n[/vc_column_text][/vc_column][/vc_row]
