SUMMARY:2026 Review of EU ETS - Stakeholder meeting
DESCRIPTION:This is an invitation-only event. If interested in participating\, please email: cmeinardi@ercst.org\, tpaperini@ercst.org.  \nThis is an online event. \n\n2026 will see a review of the EU Emissions Trading System for maritime\, aviation and stationary installations (EU ETS) Directive\, including the Market Stability Reserve (MSR) Decision. Other key developments to be considered include the gradual phase-out of free allocation and the implementation of the Carbon Border Adjustment Mechanism (CBAM)\, while uncertainties around ETS2 implementation\, possible consideration of integration of International Credits to cover up to 5% of emission reductions\, potential inclusion of CDRs\, and the potential inclusion of agriculture in ETS or similar systems raise the question of how much the ETS will be affected and what issues will stem from them. Furthermore\, while the ETS effectively incentivizes decarbonization on the supply side\, it does not provide incentives for demand for low carbon products. \n\n\nThe review aims to evaluate whether the current design of the ETS and the MSR remains effective and fit for purpose under these conditions. \n\n\nThe European Commission is conducting the review in the third quarter of 2026 through an evaluation and impact assessment process supported by stakeholder consultation.  \n\nTherefore\, this stakeholder meeting is thought as an initial discussion with selected stakeholders on the logic behind the 2026 ETS Review.

SUMMARY:Quo Vadis ETS: Challenges and Solutions
DESCRIPTION:This was an-invitation only event. \nERCST\, since its inception\, has been a strong advocate of market solutions and economic instruments to address environmental challenges and find sustainable solutions. At the same time ERCST has also consistently emphasized that a strong and prosperous Europe requires a strong industrial base. \nThe EU finds itself now at an important inflection point: the Climate Law specifies very ambitious targets for 2040 and 2050\, while industrial competitiveness is under significant pressure. This is reflected in the closure of installations\, a lack of investments in energy-intensive industries\, and increasingly significant job losses. \nThe EU ETS\, as one of the key pillars of EU climate change policy has delivered an increasingly strong explicit carbon price\, as well as a rising effective carbon price(cost) driven by the decreasing cap\, the introduction of CBAM and strengthened benchmarks. \nLeading to\, and following the recent meeting in Antwerp\, which focused on competitiveness and touched upon the EU ETS\, there have been voices advocating strong measures such as pausing the EU ETS and/or the CBAM. Others\, while agreeing that strong and urgent measures are needed\, emphasize the need for measures that address the cost while preserving the flexibility and usefulness of the price signal. In Antwerp\, industry demands seemed to focus on energy and carbon cost\, especially as they relate to the adjustment in benchmarks. \nThis session was intended for a policy level discussion on the direction of the policy debate for the EU ETS ahead of the expected European Commission proposal in July 2026. The panel was invited to elaborate on the problems that need to be addressed\, in the short and long term\, but also how to address them and what are the broader consequences of their views on the way forward. If you are interested\, please contact tpaperini@ercst.org \nERCST and the Climate Economics Chair (CEC) are carrying out a study on the long-term effects of free allocation versus full auctioning on industry\, the carbon price\, and investment signals. The project will develop and run a model that incorporates international trade and carbon leakage\, including the interplay between free allocation and CBAM. \nThe work will encompass a number of iterative consultations with stakeholders\, and will result in a paper in early 2026 that will provide evidence-based policy recommendations to inform future reforms of EU ETS and CBAM.  \nThe 2nd Stakeholder meeting included a presentation on the preliminary model results. These included insights into how different allocation methods affect carbon prices\, firm behavior\, and industrial structure. SUMMARY:ERCST & Veyt 2026 Review of the EU ETS and MSR:  Whitepaper Launch Event (Public)
DESCRIPTION:Register in person  Register online \nThis event\, organized in partnership between ERCST and Veyt\, marks the launch of a new whitepaper by Veyt\, exploring reform options for the Market Stability Reserve (MSR) under the EU Emissions Trading System (EU ETS). The study presents multiple scenarios\, and model runs assessing the impact of different design choices on market balance\, price trajectories\, and policy trade-offs. Veyt’s study focuses on a dynamic release function accounting for increasing future market tightness as well as the interaction with supply adjustments resulting from the RePowerEU programme. \nIn line with the EU ETS Directive\, the European Commission is mandated to annually assess the system’s functioning and future design. In June 2024\, the Commission initiated a call for tenders to support the evaluation of the EU ETS and the Market Stability Reserve (MSR)\, as well as the 2026 review of both mechanisms. Building on this\, in April 2025\, the Commission launched a 12-week public consultation to gather stakeholder views on the evaluation and review of the EU ETS and MSR\, aiming to ensure the system continues to contribute effectively to the EU’s climate neutrality goals by 2050. \nComplementing the Commission’s official review\, independent assessments play a crucial role in evaluating the EU ETS’s functionality and delivery. \nThe authors will present their findings\, followed by a moderated roundtable discussion. DESCRIPTION:The revised EU ETS Directive was adopted on May 10th\, 2023\, and should apply in 2024. It updated the rules and conditions for the operation of the IV Phase of the EU ETS (2021-2030). In the meantime\, the European Commission launched a study on “Issues and options for EU emissions trading after 2030 ”. It will advise the Commission on main issues and options. \nThe analysis will target Phase V of the EU ETS\, starting in 2031\, and should be ready ahead of the forthcoming European Commission proposal to review of the European Climate Law and 2040 target\, expected for the 1st quarter of 2040. DESCRIPTION:This was an in-person event. \nSince 2019\, ERCST has gained expertise in BCAs and carbon leakage in the EU\, guiding the CBAM legislation from its early stages and facilitating informed discussions with global stakeholders.  \nRedshaw Advisors provides strategic insights into EU ETS legislation\, including CBAM\, cost forecasts\, MRV requirements\, and risk management for entities impacted by EU ETS and new importers.  \nThe CBAM regulation\, effective from 2023\, requires importers of carbon-intensive goods to purchase CBAM certificates from 2026\, with CO2 emissions monitoring starting in October 2023. These certificates\, pegged to the EU ETS carbon price\, will not be tradable\, preventing hedging and potentially leading to price speculation.  \nThis meeting was intended as a roundtable with a small group of invited stakeholders and policy makers to brainstorm the potential impact of CBAM certificates on the EU ETS price and hedging. In June\, the European Commission has been consulting on an EU climate target for 2040. A communication\, accompanied by an impact assessment on this regard\, will be published in 2024. \nThe consultation raises questions about the future role of the EU Climate Policy\, including the contribution of land based and carbon removals in the agricultural sector\, that is responsible for 13% of EU’s GHS [1]. \nThe European Court of Auditors has tasked the European Commission to come before December 2023 with a potential study to analyse the feasibility of extending emission trading to agriculture after 2030. DESCRIPTION:This was an in-person event. \nThe revised EU ETS Directive (EU) 2023/959 was adopted on 10 May 2023 and published in the EU Official Journal six days after. The European Commission now needs to update several regulatory acts for the revised EU ETS to be implemented in 2024. One important update concerns the Free Allocation Regulation (FAR)\, that sets the rules for the allocation of allowances to those sectors under the risk of carbon leakage. \nIn the EU ETS\, products under the carbon leakage list receive free allocation – at the benchmark level – for free. Following the adoption of the EU Carbon Border Adjustment (CBAM)\, the free allocation provided to energy intensive selected goods will be gradually phased out and replaced by the CBAM “protection”. SUMMARY:EU ETS Directive after trilogues: Discussion with Beatriz Yordi and roundtable
DESCRIPTION:The ETS has emerged as the backbone of EU Climate Action and\, especially in the last two years\, as a crucial driver of decarbonisation. The Commission proposal to review the EU ETS Directive aimed at aligning the emissions pathway of the ETS sectors with the new EU climate targets. Throughout the next decade\, the ETS is required to both enable a deep decarbonisation of the power sector and to tackle industry’s emissions\, while avoiding carbon leakage. \nFollowing the adoption of the EU ETS Directive in 2022\, this event took stock of the final shape of the legislative text. \nFollowing the presentation by DG CLIMA of the adopted EU ETS Directive\, the reactions from high level speakers will be followed by questions from the audience that addressed: \n·     Ambition\, cap and Linear Reduction Factor (LRF). \n·     Carbon leakage\, free allocation and indirect cost compensation. \n·     Role of non-compliant entities and transparency. \n·     Extension of carbon pricing to new sectors. \n·     Market Stability Reserve (MSR). \nThis event provided a first opportunity to exchange views on the adopted provisions. \nAgenda

SUMMARY:(Carbon) Contracts for Difference: Priorities and Red Lines for the EU Scheme
DESCRIPTION:This workstream aims to bring together stakeholders\, including policymakers and industry on a regular basis to discuss substantive issues around the topic of (C)CfDs\, informed by original intellectual input from ERCST. \n(C)CfDs are discussed as one of the most promising alternatives to foster the deployment of low-carbon industrial technologies. However\, it is still uncertain how (C)CfDs can be part of the policy mix towards decarbonization. \nAs some of the key design and implementation features of an EU-wide scheme for (C)CfDs are now being shaped\, we would like to encourage a discussion on three key issues: (1) what are the priorities and red lines for the design of an EU-wide scheme\, (2) whether just renewable hydrogen and its application in industry should be eligible for support and (3) how can be ensured that the industrial playing field is not altered by the implementation of national schemes. \nQuestions for discussion: \n\nWhat are the priorities and redlines in the design of an EU-wide competitive bidding mechanism for the innovation fund?\nWhat should be the technological scope for (C)CfDs?\nWhat are the interlinkages between the EU scheme and national schemes and how could a distortion of the industrial level-playing field be avoided?\n\nAgenda    ERCST Slides    Johanna Schiele (DG CLIMA) Slides
