Online participation is only allowed for attendees located outside Belgium”. \nPublic sentiment and acceptance of Industrial Carbon Management (ICM) technologies – namely Carbon Capture\, Utilization\, and Storage (CCUS) and Carbon Dioxide Removals (CDRs) – are crucial for the overall EU approach to climate action and for having them deployed on time to achieve climate neutrality by 2050. Various factors\, including the negative perceptions held by environmental advocacy groups\, significantly influence public opinion. These groups often view these technologies as unsafe\, untested\, and a hindrance to the energy transition\, potentially jeopardizing the global net zero goals set by the Paris Agreement. \nRecently\, however\, there has been a shift in public opinion. The ongoing energy crisis\, rising energy costs\, and the visible challenges of achieving the Paris Agreement’s goals have led to a reluctant but growing acceptance of ICM technologies. SUMMARY:Focus Group - Building a cross-border CO2 infrastructure beyond the EU: risks and opportunities
DESCRIPTION:This was an online event. \nThis event was by invitation only.\n \nSince the publication of the Sustainable Carbon Cycle Communication in 2021\, CCUS and CDRs have gained increasing attention from stakeholders and policymakers and led to the adoption of various policy proposals\, such as the Carbon Removal Certification Framework\, in 2024. \nAs a next step to further incentivize the development and deployment of these technologies in the EU\, the Commission published the Industrial Carbon Management strategy in the same year. It identified three main pathways to be developed – namely\, CCS\, CCU\, and CDRs – and highlighted how building an EU’s CO2 infrastructure is meant to become one of the priorities to focus on as it is considered a key enable of the pathways. \nHowever\, the EU may need to rely on other countries’ storage capacity to achieve its net zero emissions target by 2050 for various reasons\, including the uncertainty over the volume of storage capacity in the EU and because of differences between Northern and Southern Europe. For some Member States\, opting for storing their CO2 in third countries may be the only choice. \nIn this roundtable\, participants were invited to discuss the following questions: \n           – How important is it to build a CO2 infrastructure beyond EU borders? \n           – What are the opportunities? SUMMARY:Carbon Removal Certification Framework: What is next?
DESCRIPTION:This was an in-person event. \nIn 2023\, CCUS and carbon removal technology are gaining considerable momentum in the European Union thanks to the new legislative proposals developed by the European Commission\, such as the Net-Zero Industry Act and the upcoming Commission’s strategy. \nAt the same time\, in November 2022\, the Commission also proposed a Regulation for the Certification Framework for Carbon Removal (CRCF) to set out a voluntary EU-wide framework to certify three types of carbon removals – nature-based solutions\, engineered-based solutions and carbon which is stored in long-lasting products and materials – in Europe. It provides a general framework only\, while methodologies for each type of removal will be developed through delegated acts with the help of an expert group. \nIn its plenary\, the European Parliament voted on its position on the CRCF. SUMMARY:I4C 2023: CCUS in the net-zero transition
DESCRIPTION:This event was selected as a workshop within Innovative4Climate (I4C) 2023\, the World Bank Group’s annual global conference on climate finance\, carbon markets and investment. The full programme is available here. \nTo achieve the goal of the Paris Agreement\, countries must drastically reduce their emissions and achieve a net-zero economy by 2050. \nAlthough carbon removals have been designated a key technology to achieve the 2050 climate neutrality target\, the actual deployment is still far below the necessary levels indicated in various global scenarios for meeting this international goal. Also\, full deployment cannot be reached if the scale of this technology remains only at national and regional levels\, as storage capacity is not equally distributed across the globe. For these reasons\, international cooperation is necessary\, and Article 6 of the Paris Agreement can also be one of the tools for the international carbon market for removals. In particular\, 2023 seems to be an important year: the Net-Zero Industry Act introduces a provision for an injection target capacity while preparing for issuing a Communication on a CCUS strategy. Internationally\, CCUS is also increasingly capturing the attention of policymakers. Nevertheless\, the EU is still far away from achieving the level of deployment of CCUS technology that is required for achieving its climate targets and climate neutrality. SUMMARY:CCUS in the net-zero transition
DESCRIPTION:To achieve the goal of the Paris Agreement of pursuing efforts to limit the temperature increase to 1.5°C above pre-industrial levels\, countries must severely reduce their emissions and reach a net zero economy by 2050. \nIn this framework\, carbon capture\, utilisation\, and storage (CCUS) technology is necessary to achieve ambitious climate targets. However\, its deployment is still way below the needed levels depicted in various global scenarios. SUMMARY:CCUS Industrial Partnership: what next?
DESCRIPTION:Participants in the CCUS Forum in Oslo\, hosted on 27-28 October\, discussed several issues related to a strategic vision for CCUS\, CO2 infrastructure\, and CCUS industrial partnership. \nThe Forum endorsed two documents prepared by the working groups on the CCUS Vision Strategy and CO2 Infrastructure. However\, the industrial partnership concept still requires further reflection. Stakeholders agreed that a CCUS industrial partnership would be needed to speed up the deployment of those technologies to achieve climate neutrality\, but the discussion over the format of such cooperation must continue. \nThis event aimed to explore the options for a CCUS Industrial Partnership by bringing together stakeholders and experts from various sectors. \nAgenda    ERCST Slides    EC Slides
