SUMMARY:International Townhall: CBAM in an International Context
DESCRIPTION:[vc_row][vc_column conditional_render=”%5B%7B%22value_role%22%3A%22administrator%22%7D%5D” css_params=””][vc_column_text css=”” css_params=””]  \nThis was an online event. For more information contact: msangiovanni@ercst.org\, hbevernage@ercst.org \nAs the EU CBAM entered its definitive phase and is impacting global climate and trade dynamics\, this second report under the Border Carbon Adjustments in the EU – Phase VII workstream examines the subject’s  international implications. It situates the mechanism within a rapidly evolving landscape of third-country responses\, emerging carbon pricing systems\, and growing discussions on interoperability and cooperation. \nThis report will provide an analysis of how the EU framework interacts with international partners and the broader global landscape it is helping to shape. It will examine emerging responses and dynamics\, as well as consider potential avenues for cooperation and engagement. The paper will conclude with reflections and recommendations aimed at supporting the CBAM’s  integration in an evolving international context. \nThis International Townhall provided the outline of the paper and brought together policymakers and stakeholders from government\, industry and other services to examine the subject  as ERCST continues drafting the report.  \n  \nAgenda  \nRecording[/vc_column_text][/vc_column][/vc_row]

SUMMARY:Stakeholder Meeting: Proposal for Permanent CBAM Exports Solution
DESCRIPTION:[vc_row][vc_column][vc_column_text css=”” css_params=””]This event was online and by invitation only. For more information contact: msangiovanni@ercst.org\, hbevernage@ercst.org \nFollowing the release of the permanent solution for CBAM exports as part of the expected EU ETS Review proposal\, this stakeholder meeting provided a dedicated forum to examine the proposed framework in detail. The proposal marked a significant step in addressing one of the most contested dimensions of CBAM design – the treatment of EU exports and their exposure to carbon leakage risk in third-country markets. \nThe meeting brougtht together stakeholders to assess the proposed solution against the objectives of environmental integrity\, trade competitiveness\, and WTO compatibility. Participants were invited to consider the practical implications of the proposal for affected sectors and third countries\, and to reflect on outstanding design and implementation questions. \nThis public stakeholder meeting was convened as a stand-alone event\, outside the regular sequence of ERCST’s CBAM project activities\, in direct response to the publication of the legislative proposal. \n  \nAgenda[/vc_column_text][/vc_column][/vc_row]

SUMMARY:Stakeholder Consultation on the Optimization of CBAM De Minimis Thresholds
DESCRIPTION:[vc_row][vc_column][vc_column_text css=”” css_params=””]This event was online and by invitation only. For more information contact: msangiovanni@ercst.org\, hbevernage@ercst.org \n\n\n\n\n\n\n\n\n\n\n\nERCST convened a stakeholder consultation to examine how the CBAM de minimis threshold (currently exempting importers of 50 tonnes or less of CBAM goods a year) should evolve as the mechanism’s scope expands. The session brought together policymakers\, industry representatives\, and independent experts to test several alternative threshold designs and discuss the trade-offs between administrative simplicity and emissions coverage. Input gathered will feed directly into ERCST’s forthcoming policy report on CBAM de minimis threshold design.  \nAgenda \n\n\n\n\n\n\n \n\n\n\n\n\n\n\n\n\n\n\n\n \n\n\n\n\n\n \n \n[/vc_column_text][/vc_column][/vc_row]

For more information contact: msangiovanni@ercst.org\, hbevernage@ercst.org \nERCST carried out a research project on optimizing the CBAM de minimis threshold — specifically the cumulative 50-tonne threshold per importer — assessing whether it should be adjusted or further developed in light of potential extensions to the CBAM scope. \nAt this Launch Event\, ERCST presented the findings of its policy report and opened the floor for feedback and discussion\, covering the project’s methodology and analysis\, its implications for importers across sectors\, and questions of legal and practical feasibility. \nThe event brought together representatives from industry\, international organizations\, civil society\, academia\, and government to discuss the report’s findings and recommendations. \nAgenda Slides Publication Recording \n[/vc_column_text][/vc_column][/vc_row]

For more information contact: msangiovanni@ercst.org\, hbevernage@ercst.org \nAs the EU CBAM moved from its transition phase into its definitive phase\, 2026 marks the first edition of the annual “State of the EU CBAM” Report. The Report aims to provide an independent contribution to the evolving policy debate\, supporting stakeholders in assessing whether the mechanism remains effective\, robust\, and fit to achieve its objectives. \nDesigned as a yearly snapshot of the CBAM’s development\, the Report will track key policy and market developments\, identify remaining gaps and potential loopholes\, establish indicators to assess the mechanism’s performance\, and explore a fundamental question: how should the success of the EU CBAM be measured? \nThis Expert Consultation will bring together a select group of stakeholders and experts to discuss the scope\, methodology\, and proposed key performance indicators for the first edition of the Report. The discussion will help ensure that the analysis reflects the most relevant challenges and priorities for the CBAM community. \nAgenda[/vc_column_text][/vc_column][/vc_row]

For more information contact: msangiovanni@ercst.org\, hbevernage@ercst.org \nFollowing the preceding Stakeholder Consultation\, ERCST will launch the first edition of the annual “State of the EU CBAM 2026” Report at a pivotal moment — the first year of the mechanism’s definitive phase. The Report provides an independent contribution to the evolving policy debate\, supporting the assessment of whether the EU CBAM remains effective and fit to achieve its objectives. \nDesigned as a yearly benchmark\, the Report provides policymakers and stakeholders with a structured overview of the CBAM’s development and performance. It tracks key developments\, identifies remaining gaps and potential loopholes\, and establishes indicators to assess the mechanism over time. At its core\, the Report addresses a fundamental question: how should the success of the EU CBAM be measured? \nDuring the Launch Event\, ERCST will present the findings of the first edition and open a discussion on the current state of the instrument\, its future direction\, and the key challenges that will shape its continued implementation. \nRegister here \nDraft Agenda[/vc_column_text][/vc_column][/vc_row]
