SUMMARY:Border Carbon Adjustments in the EU: Launch of Report on CBAM: Aligning the design with evolving circumstances
DESCRIPTION:One of the most critically important issues of CBAM\, yet to be resolved\, is the question of how to compare the level of effort in third countries’ climate policies to that of the EU\, in order to determine crediting against the CBAM. The US\, for example\, has embarked on a suite of transformational climate-related initiatives under its Inflation Reduction Act (IRA)\, but employing subsidies rather than pricing. \nThe IRA is a particularly salient example of evolving circumstances that invite further thinking about the CBAM’s elaboration and implementation. As well as the question of whether to credit for equivalent effort\, the IRA’s heavy subsidization may have relevance for the CBAM’s design in the area of export rebates\, timeline of implementation\, and roll-back of free allocation. \nOther current events also have relevance. Many European industrial sectors were already struggling with long-term competitive challenges but are now also facing unprecedented costs because of the Russia-Ukraine war and longer-standing supply chain disruptions. Are these evolving challenges grounds for rethinking aspects of CBAM\, or for an increasing focus on parallel supporting industrial policies? \nAt this event\, the ERCST Team launched its report on CBAM alignment with evolving circumstances\, presenting its own recommendations\, and discussing its analysis with experts. \nAgenda    ERCST Slides    Recording

Although not part of the initial European Commission Proposal\, CBAM will also apply to hydrogen together with cement\, iron and steel\, aluminium\, fertilisers\, and electricity. \nDuring this meeting we took stock of the implications of the inclusion of hydrogen in the EU-CBAM. DESCRIPTION:The EU ETS and CBAM are key drivers to achieve industrial decarbonization and secure a prosperous and industrial EU\, but they must be accompanied by flanking measures to be effective in a context where they must face other decarbonisation approaches such as the Inflation Reduction Act (IRA) in the US and significant subsidies for green industry in China. This session discussed proposed and potential flanking measures that the EU needs to put in place based on the following questions:  \n\nIs the objective of CBAM to: a) to address carbon leakage and competitiveness\, or b) be a more comprehensive approach to promote industrial decarbonization?\nWhat elements of the objective are covered by the ETS and CBAM\, and what are the gaps?\nTo what extent do the existing or planned flanking measures in the EU contribute to filing those gaps?\nHow does the combination of ETS and CBAM and flanking measures in the EU compare to other approaches\, such as the subsidies under the US IRA and the China Five-Year Plan\, in reaching industrial decarbonization while ensuring a prosperous and industrial EU?\n\nConsidering these policy questions\, this roundtable discussion brought together experts in the areas of economics\, law\, and policy to address the evolving context of trade and industrial decarbonization. \nAgenda     Slides \n

SUMMARY:Joint Stakeholder Roundtable : Impact of CBAM certificates on EU ETS
DESCRIPTION:This was an in-person event. \nSince 2019\, ERCST has gained expertise in BCAs and carbon leakage in the EU\, guiding the CBAM legislation from its early stages and facilitating informed discussions with global stakeholders.  \nRedshaw Advisors provides strategic insights into EU ETS legislation\, including CBAM\, cost forecasts\, MRV requirements\, and risk management for entities impacted by EU ETS and new importers.  \nThe CBAM regulation\, effective from 2023\, requires importers of carbon-intensive goods to purchase CBAM certificates from 2026\, with CO2 emissions monitoring starting in October 2023. These certificates\, pegged to the EU ETS carbon price\, will not be tradable\, preventing hedging and potentially leading to price speculation.  \nThis meeting was intended as a roundtable with a small group of invited stakeholders and policy makers to brainstorm the potential impact of CBAM certificates on the EU ETS price and hedging. It brought together EU experts in the areas of law\, economics and policy to explore the critical underlying questions and assess proposals to address them.  \nAgenda

SUMMARY:Climate Trade Nexus (CTN) Assessment - Brazil Workshop

SUMMARY:Focus Group: EU CBAM Legislative Proposal
DESCRIPTION:[vc_row][vc_column][vc_column_text css=”” css_params=””]This was an invitation-only event.  \nAs the EU moved into the definitive phase of the CBAM\, a major legislative package was released in Q4 2025\, covering the treatment of exports\, the extension of CBAM to downstream sectors\, and the EU’s anti-circumvention strategy. \nThis first report under the Border Carbon Adjustments in the EU – Phase VII workstream provided the ERCST’s timely and comprehensive response to the European Commission’s forthcoming proposal. It offered a detailed analysis and critical reflection on those key design questions\, and offered recommendations. \nThis closed focus group meeting brought together a select group of stakeholders to examine the proposal in depth. It offers a detailed analysis and critical reflection on those key design questions\, and offer recommendations. \nThis closed stakeholder consultation brought together a wider group of stakeholders to examine the proposal once more during ERCST’s drafting of the report.
