SUMMARY:Border Carbon Adjustment in the EU - CBAM in a portfolio of instruments for industrial decarbonization
DESCRIPTION:The EU ETS and CBAM are key drivers to achieve industrial decarbonization and secure a prosperous and industrial EU\, but they must be accompanied by flanking measures to be effective in a context where they must face other decarbonisation approaches such as the Inflation Reduction Act (IRA) in the US and significant subsidies for green industry in China. This session discussed proposed and potential flanking measures that the EU needs to put in place based on the following questions:  \n\nIs the objective of CBAM to: a) to address carbon leakage and competitiveness\, or b) be a more comprehensive approach to promote industrial decarbonization?\nWhat elements of the objective are covered by the ETS and CBAM\, and what are the gaps?\nTo what extent do the existing or planned flanking measures in the EU contribute to filing those gaps?\nHow does the combination of ETS and CBAM and flanking measures in the EU compare to other approaches\, such as the subsidies under the US IRA and the China Five-Year Plan\, in reaching industrial decarbonization while ensuring a prosperous and industrial EU?\n\nConsidering these policy questions\, this roundtable discussion brought together experts in the areas of economics\, law\, and policy to address the evolving context of trade and industrial decarbonization. \nAgenda     Slides \n

SUMMARY:The inclusion of hydrogen in the EU CBAM\, ERCST's assessment
DESCRIPTION:On December 13th the European Parliament and the Council reached a political agreement to introduce an EU Carbon Border Adjustment Mechanism. Although not part of the initial European Commission Proposal\, CBAM will also apply to hydrogen together with cement\, iron and steel\, aluminium\, fertilisers\, and electricity. \nDuring this meeting ERCST presented the assessment’s conclusions concerning the rationale and implications of the hydrogen inclusion in the EU CBAM. This assessment built on the methodology used by ERCST for the analysis of other sectors (See: CBAM Sectorial Deep Dive) and on the discussions held during ERCST public meeting on February 1st. \nThis meeting started by a presentation by ERCST’s CBAM team outlining some of the assessment’s conclusions\, followed by a panel discussion\, Q&A and debate. \nAgenda    ERCST Slides

SUMMARY:Border Carbon Adjustments in the EU: Launch of Report on CBAM: Aligning the design with evolving circumstances
DESCRIPTION:One of the most critically important issues of CBAM\, yet to be resolved\, is the question of how to compare the level of effort in third countries’ climate policies to that of the EU\, in order to determine crediting against the CBAM. The US\, for example\, has embarked on a suite of transformational climate-related initiatives under its Inflation Reduction Act (IRA)\, but employing subsidies rather than pricing. \nThe IRA is a particularly salient example of evolving circumstances that invite further thinking about the CBAM’s elaboration and implementation. As well as the question of whether to credit for equivalent effort\, the IRA’s heavy subsidization may have relevance for the CBAM’s design in the area of export rebates\, timeline of implementation\, and roll-back of free allocation. \nOther current events also have relevance. Many European industrial sectors were already struggling with long-term competitive challenges but are now also facing unprecedented costs because of the Russia-Ukraine war and longer-standing supply chain disruptions. Are these evolving challenges grounds for rethinking aspects of CBAM\, or for an increasing focus on parallel supporting industrial policies? \nAt this event\, the ERCST Team launched its report on CBAM alignment with evolving circumstances\, presenting its own recommendations\, and discussing its analysis with experts. \nAgenda    ERCST Slides    Recording

SUMMARY:Border Carbon Adjustment in the EU: Launch of Report on International Cooperation on BCAs/CBAM
DESCRIPTION:One of the crunch issues in the debate on the EU CBAM is the question of international cooperation on and around the CBAM. A prominent feature here are proposals of forming a carbon club or carbon alliance of countries implementing carbon pricing. In this scenario\, a BCA could act as an incentive to other countries to join. But suggestions for other forms of carbon clubs or international cooperation have been made as well\, with an emphasis on inclusivity and mutual aid.  \nIn view of the upcoming COP27 in in Sharm el-Sheikh\, the ERCST Team presented its report on international cooperation around the CBAM and discussed its analysis with experts.  \nAgenda    ERCST Slides     Recording     ERCST Report

SUMMARY:CBAM Global Townhall 2022 - Session 3: Carbon Clubs and International Cooperation on CBAM/BCAs
DESCRIPTION:On the global stage\, countries have been reacting to the developments surrounding the EU CBAM\, and we can expect to see some follow suit. Ideally\, there would be international coordination of these emerging policies; they have high-stakes implications for international trade\, international equity\, and climate diplomacy. Some have suggested that BCAs could be an essential element of “climate clubs” or “climate alliances”\, acting both as a common tariff-like wall\, and as incentive to join. Others have called for international agreement on principles and best practice. Consequently\, the exact role of the CBAM on the international arena remains a subject of debate\, even as the EU process moves forward. \nThis session\, convened by ERCST on the basis of its extensive work on the EU CBAM\, brought together global thought leaders on international climate cooperation\, CBAM\, and climate clubs to discuss current developments and promising options moving forward. \nDraft Agenda    ERCST Slides    Recording

SUMMARY:Border Carbon Adjustment in the EU: Launch of Report on Indirect Emissions in the EU CBAM
DESCRIPTION:Since 2019\, ERCST has built up solid experience on BCAs and carbon leakage issues in the EU context. The ERCST Team has accompanied the CBAM file from its earliest stages in the legislative process\, providing analytical input to the discussion on BCAs and fostering an informed debate with domestic and international stakeholders. \nOne of the crunch issues identified by ERCST is the inclusion of indirect (scope 2) emissions in the scope of the CBAM. The Commission proposal only includes direct emissions under the CBAM\, but the Parliament is backing the inclusion of indirect emissions from the start. With the Council supporting the Commission proposal\, but qualifying onsite electricity production by manufacturers as direct emissions\, the trilogue negotiations will have to resolve these inconsistencies. \nAt this event\, the ERCST presented an analysis of the reasons which speak both for and against the inclusion of indirect emissions\, as well as the strengths and weaknesses of the different options if indirect emissions are to be included. \nAgenda    ERCST Slides    ERCST Publication    Recording

SUMMARY:CBAM Global Townhall 2022
DESCRIPTION:The European Commission has put forward a proposal for a Carbon Border Adjustment Mechanism (CBAM) which is the subject of ongoing discussions in the European Parliament and the Council. The lead committee on the CBAM in the European Parliament\, ENVI\, is voting on the final set of amendments on May 17th. This is a decisive moment for the CBAM on the European stage. \nOn the global stage\, other countries have been reacting to these developments. Some have suggested that BCAs could be an essential element of “climate clubs”\, acting both as a common tariff-like wall\, and as incentive to join. Others have called for international agreement on principles and best practice. Consequently\, the exact role of the CBAM on the international arena remains a subject of debate\, even as the EU process moves forward. \nNo matter what the final shape and role of the CBAM\, if it is to be successful\, concerns about circumvention need to be allayed. This session\, convened by ERCST on the basis of its extensive work on the EU CBAM\, will bring together global thought leaders that have explore these critical aspects of CBAM/BCA\, unpacking the proposals and considering the options. \n\n\n\nERCST’s work on border carbon adjustment in the EU is made possible by support from CEFIC\, EBRD\, EdF\, Enel\, Eurofer\, Eurmetaux\, ExxonMobil\, Fertilizers Europe\, the Government of France\, the Government of Germany\, and MetInvest \n\n\n\nAgenda    ERCST Slides ENVI vote    ERCST Slides Circumvention    Recording

SUMMARY:Border Carbon Adjustment in the EU – Launch of Report on Exports in CBAM
\nAt this event\, the ERCST presented its report on one of the “crunch issues” in the EU’s CBAM: Exports. Exports are currently not included in the Commission’s CBAM proposal due to significant legal uncertainty regarding the alignment with WTO rules. However\, there are concerns that the exclusion of exports will open up an export-related carbon leakage channel\, thereby harming EU competitiveness and climate ambition. \nThe ERCST presented its analysis and discussed the findings with those present\, thereby contributing to the understanding of what it means to address exports in the CBAM. \nAgenda    ERCST Slides    ERCST Report    ERCST Policymaker Summary    Recording

SUMMARY:Development impact of EU’s CBAM
DESCRIPTION:Co-convened by ERCST and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) \nThe European Green Deal has strengthened the level of climate ambition by aiming to achieve climate neutrality in the European Union by 2050. The European Commission has proposed a Carbon Border Adjustment Mechanism (CBAM) as the preferred option to address the risk of carbon leakage. \nThis session explored the development dimension of the proposed CBAM along the following guiding questions: \n\nWhat are the expected impacts of the CBAM for developing country exporters?\nWhat design element choices are most important in determining those impacts?\nWhat parallel measures (outside the CBAM legislation) might the EU adopt to best position the CBAM from a development perspective?\nWhat kinds of policies might exporting developing countries adopt to support their exporters as the CBAM comes into effect?\n\nAgenda    Recording

SUMMARY:CBAM Global Townhall 2022
DESCRIPTION:The European Commission put forward a proposal for a Carbon Border Adjustment Mechanism (CBAM) – an enabler of ambitious climate policy in a world of unequal ambition. Others have called for international agreement on principles and best practice. \nThis session\, convened by ERCST on the basis of its extensive work on the EU CBAM\, brought together global thought leaders that have explored this critical aspect of CBAM/BCA\, unpacking the proposals and considering the options. \nERCST’s project on border carbon adjustment is supported by BDI\, CEFIC\, EBRD\, Électricité de France\, Enel\, Eurofer\, Eurometaux\, ExxonMobil\, Fertilizers Europe\, FuelsEurope\, Grupa Azoty\, HeidelbergCement\, the Government of France\, the Government of Germany\, the Government of Spain\, Metinvest and Solvay. \nAgenda    ERCST Slides     DG TAXUD Slides     CSPA Slides     Hydro Slides

SUMMARY:Border Carbon Adjustment in the EU: EP draft position
DESCRIPTION:The European Green Deal has strengthened the level of climate ambition\, increasing the asymmetry of climate efforts by aiming to achieve climate neutrality in the European Union by 2050. This raises the question of how to deal with competitive pressure and carbon leakage\, also considering the COP26 outcomes and pushing Border Carbon Adjustments (BCAs) to the front as a possible unilateral solution. \nSince the beginning of the CBAM Project\, ERCST presented the Sectoral CBAM Report with a deep dive into the specificities of individual sectors as well as issues and options of the general CBAM Design. It was followed by the Proposal and discussed with multiple stakeholders in the EU and internationally. The reactions to the EU Proposal were presented in September together with the Brief for Policy Makers. \nNow the EU institutions are presenting their positions. European Parliament after the Own Initiative exercise is starting the discussion on the Report which will lead to formulation of the negotiating position and ultimately to the shape of the EU CBAM in the trilogues later in the year. \nERCST’s project on border carbon adjustment is supported by BDI\, CEFIC\, EBRD\,\nÉlectricité de France\, Enel\, Eurofer\, Eurometaux\, ExxonMobil\, Fertilizers Europe\, FuelsEurope\, Grupa Azoty\, HeidelbergCement\, the Government of France\, the Government of Germany\, the Government of Spain\, Metinvest and Solvay.\n\nWorkshop materials\nDraft Agenda\nERCST Presentation \nEurometaux Presentation

SUMMARY:Cooperation on Border Carbon Adjustments
DESCRIPTION:The European Commission has put forward a proposal for a Carbon Border Adjustment Mechanism (CBAM) – an enabler of ambitious climate policy in a world of unequal ambition. As other countries respond to the climate crisis\, we can expect to see them follow suit. Indeed\, the UK has pledged to put a CBAM in place\, the US has seen a slew of legislative proposals (including the most recent which does not demand a carbon price)\, and Canada has just announced formal consultations on a border carbon adjustment (BCA). \nIdeally there would be international coordination of these emerging policies; they have high-stakes implications for international trade\, international equity\, climate diplomacy. Some have suggested that BCAs could be an essential element of “climate clubs”\, acting both as a common tariff-like wall\, and as incentive to join. Others have called for international agreement on principles and best practice. \nThis session\, convened by ERCST on the basis of its extensive work on the EU CBAM\, will bring together global thought leaders that have explored this critical aspect of CBAM/BCA\, unpacking the proposals and considering the options. \nERCST’s project on border carbon adjustment is supported by BDI\, CEFIC\, EBRD\, Enel\, Eurofer\, Eurometaux\, Fertilizers Europe\, FuelsEurope\, HeidelbergCement\, the Government of France\, the Government of Germany\, the Government of Spain\, Metinvest\, Solvay and SITRA. \n\n\nWorkshop Material(s)\n \nDraft-Agenda \nSurvey slides
