Preparing the review of the EU ETS Market Stability Reserve

This meeting is part of an ongoing effort by ERCST to promote a discussion on the review of the Market Stability Reserve (MSR), scheduled in 2021. ERCST has organised several meetings on this topic throughout 2019, and launched its paper “Preparing the review of the Market Stability Reserve” last November 18th. The aim of the paper is to identify the goals and functions of the MSR, and ways for the 2021 review to analyse the performance of the MSR via relevant indicators. This includes a discussion on the potential elements and structure of the MSR review, which should help identifying the issues that need to be monitored towards the review.
This workstream will continue in 2020, using ERCST’s paper as a basis to carry out a preliminary review of the MSR. This exercise will be preceded by some brainstorm meetings with relevant stakeholders, to identify what aspects need to be further analysed and what type of stress tests and quantitative assessments might be needed in order to evaluate the MSR performance. In this work stream, special attention will also be given to the expected impacts of the European Green Deal, and the consecutive legislative changes, on the MSR.
